The United Nations Assistance Mission in Afghanistan (UNAMA) is mandated by Security Council Resolution 2626 (2022) which was extended under Resolution 2678 (2023). This mandate tasks UNAMA with the promotion and support of humanitarian assistance in line with humanitarian principles, human rights, equality for women and girls, inclusive governance, resilience, and economic stability, and with the use of our good offices for principled and constructive engagement with all national, regional, and global stakeholders in the pursuit of Afghanistan’s peace and stability.

UNAMA reaffirms its strong commitment to the sovereignty, independence, territorial integrity, and national unity of Afghanistan; as well as its continued support for the people of Afghanistan, within the framework of the UN Charter and other international laws and instruments.

UNAMA's vision is for a stable and prosperous Afghanistan that lives at peace with itself and its neighbours, where the rights of all the people of Afghanistan are upheld, without discrimination.

Within the delegated authority and under the supervision of Chief FTS or his/her designated mandated representative(s), the UN Volunteer Asset Management Officer will:

• Monitor, configurate and mainten UNAMA TETRA System including Provisioning Centre and Mobile Switching Office (MSO). • Administer, optimize and maintain database administration of all TETRA servers, routers and RF sites. • Install, configure and maintain TETRA RF Sites and Control Sites in different locations of UNAMA offices. • Configurate and maintain TETRA Handheld and Vehicle Mobile/Base stations used by UNAMA and other UN Agencies which are connected with UNAMA TETRA system. • Support initiatives related to UNAMA TETRA centralization and update all the UNAMA TETRA Repeater, Radios and connect to centralized TETRA system. • Configure, install and maintain Radio communication equipment, UHF/VHF/HF Base and Mobile stations with different types of antennas inside UNAMA mission area. • Provide on spot support to users in field offices on the operation of communication equipment. • Provide Radio Operation Training to all UNAMA staff members. • Assist in the installation and maintenance of various telecommunication equipment at various sites, including programming of TETRA Radio sets, multiplex devices, power supplies, erection of antennas and related accessories termination and telephone expansion wiring, Radio, microwave, and satellite communications (VSAT system). • Undertake installation of mobile UHF/VHF/HF radios in the vehicles. • Provide assistance in supporting radio, microwave, satellite communications and telephone system in the field offices. • Perform regular preventative and corrective maintenance on telecommunication equipment such as UHF/VHF/HF Radio etc. • Ensure that all the required spare parts and supplies are in place to minimize the downtime. • Provide technical support to all sections and units in communication operations. • Erect antenna masts and install antennas. • Perform radio link calculation and path profile analysis. • Complete work orders and fill record-keeping tasks for the unit in accordance with established procedures. • Performs tasks related to scheduled services requests with minimum delay. • Provide installation/maintenance assistance to the other FTS units (microwave, satellite, PABX, IT and AMU). • Arrange work schedule and report day-to-day activities to supervisor. • Installation, Configuration and Maintenance of Airband Radios for Ground to Air Communication. • Installation and Maintenance of PA System arrangement for all type of Town-Hall meeting. • Maintenance of Cable TV System throughout the mission. • Installation and maintenance of all communications Towers in UNAMA. • Contribute to the collection and analysis of data, identification of trends or patterns; and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Assure the compliance of documents requirements and background information used for data analysis. • Any additional tasks as directed by the Section Chief.

in the information, communications and technology field, systems administration and maintenance, software applications, hardware installation and related work is required.

• Knowledge of Telecommunications systems is Mandatory. • Knowledge of TETRA, CODAN, HF/VHF/UHF radio communications is required. • Valid Certification in Rigging is required. • Mobile Switching Office (MSO) Engineer training is Mandatory • Knowledge of Cable TV System is an Advantage

Knowledge of data analytics and data visualization are desirable. A previous experience in the UN system will be an advantage.

Afghanistan is a hardship duty station with a volatile security. Living and working conditions for UN volunteers in UNAMA are similar to the living conditions of all other internationally recruited staff members. UN volunteers are provided with safe accommodation in an extensive compound in Kabul with good infrastructure and amenities. Generally speaking, stringent security measures are in place throughout the country and UN volunteers as other UN staff, are quite limited to duty stations when it comes to movement. The movement is done inside the “green zone” (only) in armored vehicles driven by national qualified UN drivers.

The single unit accommodation in UNOCA and other field locations are fully furnished; this includes, furniture, washing machine dryer, hot plate, iron and iron stand, microwave, plates, cups, spoons, cooking utensils, electric kettle. One bedsheet and pillow cover is provided. Inside the UNOCA compound are two cafeterias, a restaurant, a Supermarket and 3 small shops which provide a variety of imported canned and frozen food on offer. There is a Fresh vegetable market daily. There is also a social center, a gym hall and a small library with books, run by the welfare Office, within the same compound.

UNOCA has a new minimarket where basic goods can be bought also. There are also a number of UN cleared supermarkets in Kabul, in Jalalabad, and in Mazar-I-Sharif. The Volunteers are encouraged to bring their own towel and other personal accessories including toiletries and medicines which they may not find easily within the supermarkets inside the UNOCA Compound. Some degree of medical service is provided in all UNAMA duty stations. There is a UN clinic in UNAMA/UNOCA complex, and access is granted in Kabul to other private international clinics (when and if needed). Contact with and outreach to the local community is usually limited. As mentioned, many places are off-limits, and the choice of recreational facilities are very poor. For all these reasons, bring a stock of books, movies, computer games, etc., is highly recommended. Summer in Afghanistan is hot and dry, but winter is the opposite – cold and wet. Therefore, both summer and winter clothing and comfortable boots with insulation are necessary.
