Background Information - Job-specific

The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organisations. With over 6,000 personnel spread across 80 countries, UNOPS offers its partners the logistical, technical and management knowledge they need, where they need it. By implementing around 1,000 projects for our partners at any given time, UNOPS makes significant contributions to results on the ground, often in the most challenging environments.

ITP provides IT support services to Hosted Entities as well as other UNOPS offices.The IT project support services range from website development and redevelopment, website migration and maintenance, database development and maintenance, security and risk assessment etc. It also includes drafting IT equipment specifications, terms of references, technical participation for procurement, supporting the supervision and certification of outputs delivered etc. The incumbent will be expected to:

  • Ensure timely delivery of project products and services,
  • Lead on the development and maintenance of enterprise applications,
  • Actively participate in the management of the unit and support business development,
  • Establish solid working relationships with the board, clients and key stakeholders.

Functional Responsibilities

Under the direct supervision of the Project Manager, the ICT Analyst - ICT Project Management will be responsible for:

  1. Project Management

- Ensures timely delivery of project deliverables and services in accordance with defined quality requirements. - Manages the production of the required outputs, taking responsibility for overall progress and use of resources and initiates corrective action where necessary. - Facilitates the engagement and provision of high quality results and services of the team supervised through effective work planning, performance management, coaching, and promotion of learning and development. - Manages and reviews product quality and ensures products are accepted. - Provides support to HR in recruitment processes. - Provides support to Procurement Unit and manages purchases for needed resources. - Provides support to Finance unit to manage the budget. - Leads on the creation of new business proposals. - Establishes solid working relationships with the project board, client and key stakeholders.

  1. Technical Analysis & Web App Development

- Leads on the requirements gathering, requirements analysis, task definition based on the requirements, and task planning for enterprise applications. - Manages the translation of business requirements into functional requirements and technical specifications. - Ensures optimal performance, scalability, and usability of business applications. - Leads on the development and maintenance of enterprise applications ensuring optimal performance, scalability, and usability of systems by assisting to adhering to established and evolving architectural standards. - Manages server infrastructure for web applications.

  1. Other ICT related duties as required.

Education/Experience/Language requirements

a. Education

  • Advanced university degree (Master's degree or its equivalent) in computer science, information systems, mathematics, engineering, statistics or related field. OR a first-level university degree (bachelor's or its equivalent) with additional 2 years of experience in computer science, information systems, mathematics, statistics, engineering or related field.

b. Experience

  • Minimum 2 years of professional experience in Code Writing with HTML, CSS, JS, PHP
  • Minimum 2 years of professional experience in development, implementation and maintenance of Drupal websites, and management of ICT projects.
  • Experience leading teams is desirable.
  • Experience managing budgets is desirable.
  • Experience supporting recruitment processes is desired.
  • Experience supporting procurement processes is desired.
  • Experience with monitoring, evaluation and reporting would be an advantage.
  • Good stakeholder management skills are desirable.

c. Languages

  • Full knowledge of the working language is essential English.
  • Knowledge of another official UNOPS language is an asset. (French/Spanish/Arabic)

Contract type, level and duration

Contract type: Local Individual Contractor Agreement (LICA) Contract level: LICA 9 / ICS-9

Contract duration: One year (12 months) initially, renewable subject to satisfactory performance and availability of funds.
