Job Purpose

The purpose of the Information Counseling and Legal Assistance (ICLA) Project Manager position is to implement the delegated ICLA project portfolio across four (4) project sites in Tripoli, Misrata, Benghazi and Ajdabiya. Information Counselling and Legal Assistance (ICLA) program was established in Libya 2018 in response to civil documentation issues and Housing, Land and Property (HLP) concerns. NRC has started information dissemination, and counselling on access to essential services, legal civil documentation (LCD) and Housing, Land and Property (HLP) rights for IDPs and host communities; and residency and eviction treats for refugees and asylum seekers. In 2021 and 2022, the ICLA programme expanded to include employment rights and procedures, and legal protection of children

What you will do:

  • Contribute to ICLA strategy development, project proposals and provide input on needs and gaps
  • Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Provide regular progress reports to the Area Manager (AM) and the ICLA Specialist
  • Oversee programme quality and ensure that the programme target beneficiaries most in need of protection, responds to the particular needs and context of the Libya, through undertaking needs assessments, adapting existing programming to changing needs
  • Assist with assessments, outcome monitoring, third party monitoring and project evaluation, drafting of reports and technical documents
  • Line management of project staff; responsible for all day to day management of the team, and implementation of activities pursuant to the project documents and strategy in all geographical areas of implementation;
  • Manage and implement delegated portfolio of ICLA projects (activities, budget and project documentation) as delegated by the supervisor in line with proposals, strategies and donor requirements, and ensure high technical quality of implementation
  • Ensure the ICLA team complies with ICLA policies, implementation of ICLA case management and M&E tools
  • Coordinate and facilitate capacity building trainings for humanitarian partners, local authorities and displaced community leaders
  • Regularly attend relevant Protection Sector meetings in area of operation to represent ICLA, gather and share information with partners, advocate on behalf of vulnerable displaced persons facing Registration/Civil Documentation (RCD) or Housing, Land & Property (HLP) challenges, employment rights issues, residency challenges, access to essential services and legal protection of children issues, and contribute to the provision of effective and timely humanitarian assistance to displaced persons.
  • Promote synergies between ICLA and other departments within NRC as well as foster productive relationships between ICLA and local authorities / humanitarian partners
  • Promote and share ideas for improvement and necessary changes in the activities
  • Oversee all recruitment for ICLA Team Members, volunteers and other HR related processes (orientation, training, performance appraisal)
  • Provide oversight for the external Legal Consultants

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance.

  • An undergraduate university degree in law is strongly preferred. A Masters degree in international law and/or human rights law will be considered a very strong asset. Other degrees may be considered if the candidate has a sufficiently strong background in protection related work
  • At least 5 years of relevant job experience in project management preferably in an ICLA programme, protection or related sector at a leadership level in a humanitarian/recovery context.
  • Previous experience from working in complex and volatile contexts. Experience in working in the Middle East and North Africa (MENA) region is an asset
  • Experience in Team management with proven leadership skills
  • Significant experience in monitoring, evaluation and reporting on project activities, as well as conducting assessments and/or drafting policy reports
  • Prior experience of representing an I/NGO, and advocating on behalf of beneficiaries, in public forums (e.g. Protection Cluster/Sector)
  • Designing and implementing training on project management and operational issues, including training of trainers to staff from a range of backgrounds.
  • Documented results related to the position’s responsibilities.
  • Strong communication, interpersonal, analytical, negotiation, organizational and team building skills.
  • Ability to prioritise responsibilities, carry out multiple tasks simultaneously, and meet deadlines
  • Fluency in written and spoken English; fluency in Arabic will be considered an asset
  • Advanced computer skills, especially in MS Office

Additional Information:

Duty Station: Benghazi, Libya (with travel to other locations in Libya and Tunis)

Duration of contract: Fixed term 12 months full-time (renewable upon positive performance and availability of funds)

Grade 8 in NRC's grading structure

Reports to: Area Manager

Provides supervision to: ICLA Technical Coordinator, Team Leaders, Technical Officers and Officers (legal, technical)
