OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Department of Human Resources Management (HRM) supports PAHO’s mission of working in and with countries towards the improvement of health and quality of life in the countries of the Americas through strategic, innovative and variable human resources practices, policies, programs and services to attract, engage and retain highly qualified, talented staff committed to excellence, mutual respect and trust.

DESCRIPTION OF DUTIES

Under the direct supervision of the Human Resources Advisor, Career Management and Development (CD), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide support for the development of the Organization’s Biennial Learning Plan and defined priorities for investment of learning funds; work in collaboration with the Advisor to ensure that learning activities are aligned with the Organization’s strategic and programmatic priorities and address the recommendations based on the skills and competency gap analysis study;
  2. Curate learning content and support the creation of learning paths using the learning platforms; design an internal communication campaign to promote the learning path;
  3. Collaborate with managers on the various organizational areas for the development of continuous learning activities to meet the needs of staff under their supervision; oversee the delivery of activities and evaluate their success to ensure that training goals are met and expected results are achieved; monitor staff learning opportunities directly tied to the competencies required for their work assignment;
  4. Perform analysis to identify training needs in collaboration with key stakeholders; support the Advisor in planning and executing the corporate learning programs and respective learning platforms, including partnering with outsourced service providers;
  5. Coordinate and promote learning and development programs carried out by the team. This includes communicating and collaborating with external consultants, organizational Teams and learning focal points to establish program content and set agendas and schedules to ensure Organization-wide commitment to continuous learning opportunities;
  6. Design, develop, and deliver in-person and virtual training programs;
  7. Support the maintenance of the Career Management and Development SharePoint content on Learning, focusing on supplemental learning resources;
  8. Provide advice on resources and learning opportunities available to staff who need to maintain or improve competencies to carry out their assigned duties and responsibilities; provide support in identifying training-based solutions for specific performance issues;
  9. Evaluate the effectiveness of learning programs to increase employee engagement and performance, leveraging survey and data analytics; develop and propose learning metrics;
  10. Work in collaboration with the Advisor to assist technical Teams and country offices in identifying emerging learning needs and innovative approaches for delivering learning opportunities;
  11. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor's degree in human resources management, education, business administration, or in any other field related to the functions of the post, from a recognized university.

Experience****:

Essential: Seven years of national and international work experience in the field of human resources, administrative services or other related fields, of which three years must be in training/learning. Work experience within an international or multinational organization. Experience delivering training.

Desirable: Experience working with international organizations would be an asset.

Languages:

Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

IT Skills:

Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential. Experience with Workday and Cornerstone on Demand or other LMS platforms, eLearning software, SharePoint, video and photo editors and web and intranet editors and analytics is an asset.

REMUNERATION

Monthly Salary****: (Net of taxes)

USD $5,343.42 (Salary is non-negotiable)

Post Adjustment****:

USD $3,393.07 This amount is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
