Organizational Setting

The cooperation between the Food and Agriculture Organization of the United Nations (FAO) and the Government of Ukraine has been designed to reinforce national capacities and to contribute to the broader development of agriculture, sustainable management of forests and fisheries, and animal and plant disease control. FAO is also contributing to building resilience and supporting early recovery in conflict-affected regions by supporting the economic recovery of farmers and rural communities. FAO’s presence in Ukraine has been scaled up across it three offices located in Kyiv, Lviv and Dnipro under the overall responsibility of the Head of the FAO Office/Designated Responsible Officer in Ukraine.

The Human Resources Specialist coordinates and performs the full range of human resources support functions. He/she ensures quality, transparency and consistency of data and processes within his/her area of responsibility and contributes to the smooth functioning of human resources operations. The incumbent's work directly impacts on the smooth operations and the quality of overall output of the work unit. He/she plays a crucial role in the provision of human resources support services for successful achievement of the organizational unit's mandate.

The role could be Home-based or in Kyiv.

Reporting Lines

Under the overall and direct supervision of the Operations Officer in Ukraine and in close collaboration with other relevant staff and units. The Human Resources Specialist operates independently and takes decisions on work priorities, exercises initiative for dealing with cases without precedents and finds solutions to problems after discussion with senior staff, CSLS, CSLC and CSH accordingly. Supervision received is focused on the quality of work outputs, in particular the meeting of timelines and the quality of advice given to clients. The incumbent provides guidance and advice to other human resources support staff.

Technical Focus

The Human Resources Specialist works closely with colleagues in the HR team and with managers and staff in the FAO Ukraine office, providing and coordinating experienced human resources support.

Tasks and responsibilities

• Provide policy and procedural guidance to hiring managers and teams on a wide range of HR-related matters while ensuring compliance with relevant policies and regulations, as well as transparency and consistency of transactions and procedures; • Analyse and process a variety of complex human resources requests, including providing operational support for diverse functions relating to non-staff for routine and complex cases in an L3 emergency context; • Coordinate and provide support in the competitive selection process of all categories of staff and non-staff, including advising managers on the preparation of vacancy announcements, vacancy screening, coordinate interview arrangements and relevant selection reports, prepare offers/terms of employment, and contract preparation, extension and termination; • Support the briefing and de-briefing of affiliate workforce and staff members, providing information on specificities of contracts and FAO Ukraine; • Train and provide guidance and support to other human resources support staff, as well as develop and update training materials; • Assist with the coordination and delivery of staff development and training programs, including following up on completion of mandatory training; • Collect and research background information; draft correspondence, reports and statistics related to all human resources functions as appropriate; • Prepare drafts and support official human resource related correspondence and briefs for Hiring Managers and government and international authorities, as needed; • Review, maintain and update confidential personnel information corporate archives, as well as local filing systems, with administrative documents and relevant confidential personnel information files, and provide support to audit processes relating to human resources; • Identify needs and provide recommendations for improvement of human resources processes within the office; • Perform any other duties that fall within the reasonable scope of the role as required by FAO.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Human Resources, Business, Administration, Social Sciences, or another relevant field • Two years of relevant experience in supporting administrative functions • Working knowledge (level C) of English, and limited knowledge (level B) of one of the other official languages of the Organization (Arabic, Chinese, French, Russian or Spanish). For PSA, working knowledge of English is required.

Ability to use information systems and databases to insert data, make enquiries, retrieve/define ad hoc reports and analyses and edit results in an appropriate format • Experience in an international, multicultural environment is desirable • Working or limited knowledge of Ukrainian is desirable.
