The Human Resources Officer (Total Rewards) primarily supports development of strategies and programs related to employment policies and the employment framework (i.e., Job Family architecture), and acts as the Program Manager for the Institutional Review Committee (IRC), which is the decision-making authority for open-ended conversions for all term staff in grades A1-A14 (except under the Economist Program). In addition, the HR Officer is expected to contribute to other areas of the division’s work program, which includes compensation and benefit policies.

The successful candidate should ideally possess the following key knowledge for this specialized HR role:

  • Advanced data and quantitative skills.
  • Advanced data presentation skills using power point, Tableau, or similar platforms.
  • Previous experience in creating Job Architecture, Employment Framework, Job Grading Systems preferred.

Major Duties and Responsibilities

Compensation and Employment Framework

1. Ensures the integrity of the Fund’s job grading system through consultation within HRD to ensure that staff are hired into the correct level based on the Fund’s established guidelines and criteria. In addition, ensures positions are correctly aligned within the grading system through the annual job audit process.

2. Point of contact for the HRD Operations (Talent) staff in conducting job grading/market pricings for complex roles and answering difficult compensation questions requiring further guidance from the Centers of Expertise.

3. Reviews and interprets the Fund’s categories of employment framework to ensure compensation and rewards programs align with defined competencies and levels, maintaining consistency and equity across departments. Supports SHRPs and departments in understanding the framework and its impact on pay decisions.

4. Keeps abreast of market trends related to compensation and rewards, synthesizing insights to recommend program concepts that will improve the Fund’s offerings and enhance market competitiveness.

5. Leverages broad total rewards knowledge in order to assist other areas of the division as needed.

6. Partners with HRD Operations in managing the annual promotion and merit processes ensuring the accuracy of calculations and data processes through the system. Also provides associated advice to HRD Client Services teams and departments as needed.

Institutional Review Committee (IRC)

7. Manages the review of monthly nominations, due diligence, and meetings to ensure the process and administration is smoothly executed.

8. Works closely with the Departmental HR Teams on Term-Decision submissions, ensures compliance to procedure guidance, and provides guidance as necessary.

9. In collaboration with the Secretary (HRD Organizational Effectiveness staff) onboards new IRC members and briefs them on process, policy, procedures, and system (Workday) steps.

10. Overseas the IRC secretariat in close coordination with Sr. HR Officer (Org Effectiveness) and Division Chief, Total Rewards (i) manages Intranet content and briefing materials to Departmental HR teams; (ii) partners with Cloud Support team to configure and implement enhancements in system (Workday); and (iii) partners with the HRD Talent Attraction team on policy governance.

Minimum Qualifications

Master’s Degree, or equivalent, in Human Resources, or a related field, plus a minimum of four years of relevant work experience OR Bachelor’s Degree plus ten years of relevant work experience.

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
