Org. Setting and Reporting This position is located in the Legal and Policy Team (LPT), Operational and Advisory Support Unit (OASU) of the Human Resources Management Service (HRMS), Division for Management (DM), United Nations Office at Vienna (UNOV) and United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will work under the direct supervision of the Chief, OASU.

Responsibilities Within limits of delegated authority, the Human Resources Officer (Policy and Legal) will provide assistance in the implementation, analyses and promotion of a range of human resources (HR) related policies and procedures. The incumbent will perform the following specific duties:

•Provide legal and policy support to HR practitioners, management and staff on legal aspects and approaches in the application of the UN Staff Rules and Regulations and the implementation of administrative issuances, including on exceptions thereto. •Collaborate with the Office of Human Resources (OHR)/Department of Management Strategy, Policy and Compliance (DMSPC) in the development and implementation of policies. Participate in organized discussions on revising policies/procedures and provide inputs on draft policies/procedures circulated for comments. Liaise with the Human Resources Services Division (HRSD)/Office of Support Operations (OSO)/Department of Operational Support (DOS) on HR related subjects and projects. •Monitor and analyse HR policies and administrative practices and draft position papers and briefing notes on new administrative instructions and revisions/amendments of rules and regulations. •Develop local policies/procedures for UNOV/UNODC and review and amend existing policies and procedures when required, liaise with Vienna-based Organizations, as appropriate, and draft corresponding position papers, standard operating procedures and briefing notes. •Conduct legal review, analysis and research and prepare positions and advice on complex (legal) cases and matters, including appeals, cases of alleged misconduct and administrative reviews. •Provide guidance to management and staff, as well as to client entities on conflict prevention and resolution. •Conduct internal justice related activities on behalf of the Administration, including the drafting of legal submissions and inputs for presentation to the Management Evaluation Unit (MEU), and closely coordinate in close coordination with the Human Resources Legal Unit (HRLU) /United Nations Office at Geneva (UNOG) and Office of Legal Affairs (OLA) on replies to the United Nations Dispute Tribunal (UNDT) or United Nations Appeals Tribunal (UNAT). •Identify cases that are amenable to informal resolution and liaise with relevant counterparts and draw up formalities regarding the settlement of disputes and monitor the implementation of the legal clauses. •Assist the Responsible Official in receiving and assessing complaints/reports of alleged misconduct and process such complaints in accordance with established policies and procedures, thereby liaising with the Office of Internal Oversight Services (OIOS) and other investigative bodies (e.g. United Nations Development Programme (UNDP)/ Office of Audit and Investigations (OAI)), as well as the Administrative Law Division (ALD)/OHR/DMSPC once the disciplinary process is invoked. Provide guidance and legal/policy support to fact-finding panels during an investigation. •Provide input and legal clearance of human resources provisions in agreements and memoranda of understanding with other entities and organizations. •Review requests for outside activities and prepare recommendations for the decision-maker. •Supervise and monitor the work of the Legal Assistant. •Perform other work-related duties as may be required.

Makes sure that roles, responsibilities and reporting lines are clear to each staff member. Accurately judges the amount of time and resources needed to accomplish a task and matches task to skills. Monitors progress against milestones and deadlines. Regularly discusses performance and provides feedback and coaching to staff. Encourages risk-taking and supports creativity and initiative; actively supports the development and career aspirations of staff. Appraises performance fairly.

Education An advanced university degree (Master’s degree or equivalent) in human resources, law, management, public or business administration or another related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible relevant professional experience in human resources and/or law, including legal analysis, research and writing is required. Experience in matters related to human resources policies and experience with a system of administration of justice is highly desirable. Experience in the United Nations system or similar international organization in a relevant field of work is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English with excellent drafting skills is required. Knowledge of another United Nations official language is an advantage.

Special Notice This position is funded from extra budgetary resources. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Any extension of the appointment will be subject to the availability of funding.
