THE ROLE AND ORGANIZATIONAL CONTEXT

With 27.3 million highly food-insecure people, DRC is the largest food security crisis in the world in absolute numbers. The Democratic Republic of the Congo (DRC) has the highest estimated number of food-insecure people worldwide, with 27.3 million people who are food insecure between February and July 2021, representing about 28% of analysed population. Of this figure, 20.5 million people are facing “crisis” levels (IPC Phase 3) and 6.7 million people are facing “emergency” levels (IPC Phase 4) of food insecurity. An additional 41 million people are in a “stressed” state with high risk of slipping into food insecurity. Humanitarian actors continue their assistance operations despite the difficulties of access and insecurity in several provinces of the country; following the crisis in the East, WFP has scaled up its operation in 2022 despite funding challenges.

In this role you will provide oversight and lead the delivery of professional, client-focused HR services in the region, partnering with senior managers to design and implement HR strategic solutions in line with WFP corporate priorities. You will lead a large/diverse team of HR Officers, engaged in supporting a region and providing specialist advice. You will use your expert technical knowledge to provide insightful, innovative advice to resolve highly complex people issues and to continually develop HR services to better support WFP in meeting its strategic aims.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Formulate and/or contribute to the development of the regional HR strategy, taking into account the operational realities of the services.
  • Lead the design and implementation of functional or regional HR policies, plans and solutions to meet local objectives and support WFP strategic goals.
  • Partner effectively with senior managers to understand their priorities and provide expert advice and innovative solutions on all aspects of human resources, as well as on strategic and policy issues.
  • Oversee the effective management of the employment relationship between WFP and its staff, providing guidance on conditions of service, contracts and appropriate entitlements and resolving highly complex employee relations issues.
  • Oversee a wide range of HR services to staff to ensure a consistent approach is applied in line with HR rules and regulations.
  • Lead and oversee capability building, partnering with managers to understand individual skills and business requirements, and designing development solutions which equip people with the skills and knowledge required to meet current and future challenges.
  • Oversee and design a consistent, relevant onboarding process, ensuring new staff have a positive experience of WFP, and are successfully integrated into their new role and the organization.
  • Lead and design WFP’s approach to building talent, understanding business needs and ensuring solutions recruit, retain, manage and develop a high caliber workforce to deliver business objectives.
  • Develop and lead organizational design activities that enable senior management to define and organize structures and jobs, and allocate people to the right places in order to improve efficiency.
  • Lead and motivate a large/diverse team of HR staff, providing coaching, training and guidance to ensure appropriate development and enable high performance.

QUALIFICATIONS AND KEY REQUIREMENTS

Education:

Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

Experience:

At least 11 years or more (of which four international) of progressively responsible professional experience in Human Resources with an interest in international humanitarian development. Significant experience leading multicultural teams and/or a function within Human Resources

Language:

Fluency (level C) in English and French language.

TERMS AND CONDITIONS

Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.
