The HR Officer, reports to the Chief, Senior Leadership Support Team DHR as the business partner team to UNICEF senior staff (commonly referred to as SSR staff), which includes UNICEF Representatives at all levels and all other senior staff, pertaining to their mobility and career development, strategic workforce and succession planning including management of talent groups; recruitment including sourcing and assessment, performance management; leadership and development; onboarding and offboarding; and contract management.

How can you make a difference?

We are looking for a dynamic, innovative, highly effective HR Officer, to join the SLS team on a temporary appointment. As part of the SLS team team, you will contribute substantively to organization-wide HR strategies and supports the supervisor and colleagues in the team by executing HR services through the application of knowledge of theoretical HR models, as well as an understanding of organizational HR policies and procedures. You will provide research, analysis, and recommendations on a broad range of HR functions.

Some of the key functions include the following:

• Serve as the focal point for the Deputy Representative portfolio and support talent acquisition activities for Deputy Representative positions.

• Being the primary point of contact for all talent acquisition activities related to Deputy Representative positions, such as advertising job vacancies, reviewing resumes, short-listing and, coordinating/ monitoring the external assessment process.

• Provide advice to relevant stakeholders, including hiring managers and HR colleagues, on specific workflows for Deputy Representative positions, ensuring timely and efficient advice and the highest level of client-orientation. Review recommendations for selections before facilitating the review process with DEDs and Director, DHR.

• Work closely with the Mobility Team, COs, and ROs, as well as candidates, to support proactive and managed mobility for the Deputy Representative portfolio.

• Support the establishment and continuous management of the Talent Group.

• Coordinate effective and timely recruitment processes for senior staff positions to support the strategic human resources needs of the organization.

• Provide support to various executive sourcing and talent acquisition activities to help attract and retain senior staff of the highest caliber.

• Support HRBP to OED, OSEB, and Ethics Office on various talent management, career development, and performance management activities.

• Provide accurate and timely advice to clients on HR processes and policies, ensuring the highest level of client-orientation.

• Ensure effective onboarding of staff and provide orientation briefings to new staff.

• Analyze and synthesize issues and problems when assigned casework in the relevant area on either a routine or non-routine basis. Interpret established, formal guidelines to address and recommend solutions or further actions required.

• Build and sustain effective collaborative working relationships through active sharing of information and knowledge to build the capacity of stakeholders and promoting their understanding of HR issues.

• Interpret and analyze HR data to help inform strategic decision making on HR processes and strategies. Develop data collection systems to optimize data quality.

• Support all tasks related to strategic HR planning, HR information management, monitoring, reporting, and systems. Leverage diagnostic tools and HR metrics to produce analytics and statistical reports and develop additional methodologies to carry out the portfolio's objectives.

• Support succession planning, recruitment, and strategic staffing of leadership posts and other functional areas. Provide support to a large, complex group of clients.

To qualify as an advocate for every child you will have…

  • A University Degree in human resource management, business management, international relations, psychology or another related field is required.
  • At least 2 (two) years of professional experience in human resource management in an international organization is required.
  • Advanced knowledge of the principles and concepts of HR as well as the ability to identify issues, conduct rigorous research and make conclusions and recommendations.
  • Excellent people skills and ability to empathize with client managers, supervisors and staff while advocating for consistent and equitable solutions.
  • Strong research, planning, and organizing skills.
  • Excellent knowledge of information technology systems and tools.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
