Under the general supervision of the Division Chief of HR Operations, the HR Officer will coordinate and implement design standardization for HCM, working closely with the Cloud Support Team, Organization Effectiveness and Client Services to deliver Workday enhancements and manage new releases. As such, the HR Officer will work closely with the Senior HR Officer to manage and champion the HCM work plan and lead outreach with relevant stakeholders/clients/counterparts in the Fund.

Specific duties include but are not limited to:

  • Carry out functional and operational activities of the HR Administrator role in Workday (e.g. changes to data, changes to business process transactions, setting up delegations, data corrections, etc.).
  • Monitor and address requests received through service portals and through email, report on status and backlogs.
  • As functional subject matter expert for all process questions related to HCM Core processes, work with the Senior HR Officer to introduce its new features and products to the business, communicating Workday capabilities, and supporting day-to-day questions from users in HRD.
  • Similarly, work with Business process owners and users to prioritize enhancements related to HCM area. Work closely with Workday configuration team (Cloud Support) to understand proposed solutions, Workday’s capabilities and limitations, evaluate upstream and downstream impact of changes, and advise the Business Process owners on the best path forward. Build consensus around business processes and design, engaging in continuous dialogue and collaboration with Business Process Owners, Functional Leads and users to ensure that the relevant HCM Business Processes and related configurations meet HRD’s needs and addresses users’ requirements. Conduct testing and provide sign off on requirements and configuration.
  • Relatedly, gather business requirements from all stakeholders for new functionality / changes to existing business processes; lead the support for upgrades, enhancements, testing, and validation of systems, in close coordination and with other functional leads; document test scripts relevant for changes; partner with the change management team and other functional leads to propose, prioritize, plan and execute enhancements; track and provide periodic reports on progress of agreed enhancements; lead the change management efforts, when required.
  • Encourage and ensure that HR teams and operational specialists are informed about and build their knowledge on new system functionalities; provide knowledge sessions (in collaboration with other functional leads), as needed.
  • Identify strategies, risks, and options in coordination with other functional leads and HRD’s risk management function; troubleshoot and report risk events and recommend approaches and mitigations to meet HR/functional requirements.
  • Guide and document process and HR/functional requirements, including updates to Job Aids, Risk Controls and other workstream-related documentation.
  • Maintain data integrity by proactively conducting monitoring and reconciliation activities leveraging reports, reviews and analyzing transactions.
  • Manage data uploads for various business processes through EIBs as needed.
  • Work with other IT functional and technical teams to resolve issues.
  • Support audit requests (internal and external), as required.
  • Support limited project activities as requested.
  • Assist in, and or lead, change management activities as necessary.

QUALIFICATIONS:

In addition to the requirements set forth in the job standards, the successful candidate should meet the following qualifications and competencies:

  • Master’s Degree, or equivalent, in Human Resources, IT or related field, plus a minimum of four years of relevant work experience, OR Bachelor’s Degree plus ten years of relevant work experience
  • Minimum of 2 years of experience as Workday functional administrator role is required, with in-depth knowledge of Workday’s core HR, position management, cost centers, supervisory organization and job changes functionalities, and strong understanding on Workday data model, tools such as EIB and integrations
  • Proficiency in typical HR policies relevant to HCM
  • Experience in testing business processes, data uploads, changes to HCM data including cost supervisory organizations, security, cost centers, reports and dashboards
  • Experience in successfully collaborating with workstream functional leads, Cloud Support and other key internal business stakeholders, to deliver enhancements and oversee Workday releases
  • Ability to deliver quality with limited supervision in a multi-disciplinary team environment, and to work in a matrix management structure for projects and operational work
  • Demonstrated initiative in determining what needs to be done, prioritizing, and consulting managers and other leads appropriately
  • Strong critical thinking and analytical skills, and an ability to contribute effectively to the formulation of changes to procedures
  • Customer service orientation
  • Excellent communication skills, including a proven ability to formulate and communicate independent views, complex concepts, and data in a clear manner to different audiences, orally and in writing.

This is a one-year contractual appointment. Contractual appointments at the IMF are renewable for up to four years of cumulative contractual service, pending incumbent's performance, budget availability, and continuous business need.
