Job Description

Scope of Work:

Under the supervision of the Senior HR. Coordinator, HR Officer – Staff Capacity Development is part of the Human Resources Department and is responsible for staff capacity building needs assessments and development. The HR Officer will provide effective coordination and support in all activities related to staff capacity development activities, including organizing and scheduling inductions, on-boarding activities, online learning platforms, performance management systems, analysis and identification of capacity building/development needs and other blended-learning and skills.

Responsibilities:

· Capacity development needs assessment

o Closely follow mid-year and annual performance management processes and review staff evaluations to analyze staff capacity development needs to establish trends and individual development goals.

o During performance management process, support supervisors with capacity assessments for staff and advise on capacity development needs and options, including how to set development goals.

o Outside performance management process coordinate with heads of departments to identify customized development needs for high-performing staff.

· Addressing training needs

o In line with findings during the needs assessment, develop training needs plan for SMT approval.

o Identify trainings meeting the needs of IRC staff including those delivered by internal or external trainers and departments, available online on IRC learning portal, other IRC programs (Compass etc.)

o Finalize training plan connecting needs with corresponding training opportunities and staff. Update the plan with achievement and training completion status and circulate to IRC Yemen Management Team on quarterly basis.

o Initiate and coordinate with relevant departments to either provide internal trainers or contract external training providers, where necessary and once contracted, act as a main focal point with these providers to deliver trainings to IRC staff. Coordinate schedules and monitor attendance of training programs.

o Assist with delivery of new staff inductions and skills development sessions.

o Monitor, evaluate and provide continuous follow-up in relation to capacity building initiatives and ensure the proper monitoring and evaluation practices are developed and in place, including creating simple face to face and online surveys.

· Strategical and general coordination and tasks

o Contribute to the design of the staff capacity-building strategy.

o Keep up to date with capacity building and training policies and tools.

o Assist in designing and developing performance and training evaluation processes, if required.

o Produce reports and useful training evaluation statistics for decision making purposes.

o Assist with testing and piloting new learning opportunities (e.g. new courses placed on IRC learning web-site) and platforms (both inhouse and external).

o Assist in developing and streamlining learning and development processes such as training authorization, learning transfer and on-boarding programs.

o Keep track of all staff capacity development spending in close coordination with finance and report to SMT on quarterly basis.

o When required, develop training and capacity building content and material.

o Any other task assigned by the supervisor.

Requirements (Qualifications, Skills and Abilities)

- Bachelor’s Degree in business management/administration related or other related area - 2 years’ experience in Human Resources preferably with experience in training. - Excellent knowledge of the working environment - IT skills including Word, Excel and Power point - Excellent delivery and presentation skills

· Good facilitator, standout colleague with flexible attitude in solving problems, very good communicator.

- Excellent time management skills and the ability to prioritize.

· Very good written and verbal skills in both English and Arabic language.

· Ability to carry out responsibilities independently.

· Good interpersonal skills that function across a diversity of multi cultured work environment.
