Org. Setting and Reporting This position is located in the JPO Programme, Human Resources Management (HRM), Capacity Development Programme Management Office (CDPMO), Department of Economic and Social Affairs (DESA). CDPMO furnishes integrated management support services to the substantive divisions of the Department as they provide advisory services on request to development countries and countries with economies in transition, and formulate and implement capacity development projects. The incumbent is under the overall guidance of the Chief, HRM, CDPMO, and the direct supervision of the Chief, JPO Programme. Responsibilities Within delegated authority, the Human Resources Officer will be responsible for the following duties:

  • Provides advice and support to donor countries, managers and staff on human resources and administration related matters in the context of the JPO Programme.
  • Keeps abreast of developments in various areas of human resources.
  • Prepares vacancy announcements, posts them on the JPO Programme website, reviews applications, and provides short-lists to offices in the context of the JPO Programme.
  • Reviews recommendation on the selection of JPO candidates by client offices and participating donor countries.
  • Finalizes job offers for successful candidates.
  • Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts.
  • Provides advice on interpretation and application of UN Human Resources policies, regulations and rules, with particular focus on the JPOs donor driven entitlements. Reviews and provides advice on exceptions to policies, regulation and rules.
  • Administers and provides advice on salary and related benefits, travel, and social security entitlements for JPOs.
  • Determines and recommends benefits and entitlements for JPOs on the basis of contractual status.
  • Reviews policies and procedures and recommends changes as required. •Certifying expenditures in the context of the JPO Programme. •Prepares and reviews relevant cost estimates for JPO extra-budgetary posts. •Advises managers in the elaboration of resource requirements for submissions of cost-sharing cases for JPOs. •Monitors expenditures and compares with available budget for each JPOs, liaises with Finance Section for the necessary action.
  • Identifies and analyzes staff development and career support needs and designs programmes to meet identified needs for JPOs. Provides advice on mobility and career development to the young professionals in the JPO Programme.
  • Provides performance management advice to JPOs and management. Assists supervisors and JPOs with understanding and using the performance appraisal system (INSPIRA Performance Appraisal).
  • Advises and counsels JPOs in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
  • Administers the JPO Programme Website.
  • Assist the Chief HRM/CDO in his role of focal point for coordination of the JPO Programmes, particularly in the context of the preparation of the donor country and inter-agency meeting on JPOs.
  • Perform other duties as required.

Technological Awareness: Keeps abreast of available technology; Understands applicability and limitations of technology to the work of the office; Actively seeks to apply technology to appropriate tasks; Shows willingness to learn new technology.

Education Advanced university degree (Master's degree or equivalent) in public or business administration, human resources management or related area. A first level university degree in combination with qualifying experience may be accepted in lieu of an advanced degree.

Work Experience A minimum of five years of progressively responsible experience in human resources management, administration or related area are required;

At least 2 years of experience in recruitment for international organizations administering staff, including benefits and entitlements for various type of contracts, in different duty stations are required;

At least 2 years of experience with ERP platforms (SAP, Oracle) in the administration of HR and generating business intelligence reports are desirable;

At least 2 years in advising staff members on HR policies are desirable;

Experience in international fund raising, donor relations and organization of international meetings is desirable;

Experience in organizational management systems and in managing extrabudgetary funds in ERP systems is desirable;

Experience in managing websites and Wordpress is desirable

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required. Knowledge of French is desirable.

Special Notice - This project-funded position is temporarily available until 31 August 2023 with possibility of extension depending on continued existence of project or availability of funds.
