JOB OVERVIEW

The Performance and Development (P&D) Manager is part of an HR team under the supervision of the Deputy Director of People and Culture focused on helping IRC staff to grow and succeed in their roles through performance management and staff development. The P&D Manager engages in all aspects of personnel onboarding, workforce planning and budgeting, performance management, and staff development. Reporting to and guided by DDP&C , the P&D Manager also serves as a technical supervisor to field HR officers and line manager to the central HR officer and HR assistant. The position is based in Kyiv and requires ability and wiliness to travel to other IRC Ukraine offices.

KEY RESPONSIBILITIES

Onboarding

• Develop, update and implement onboarding policies, procedures, initiatives and materials

• Actively gather and process feedback from new joiners and take actions on it

• Regularly review and enhance effectiveness of the onboarding process

• Organize onboarding activities, plan inductions, coordinate activities with new hires and trainers

• Ensure that introduces onboarding procedures and requirements are followed and met in each office

• Maintain analysis and produce monthly reports on headcount and onboarding,

• Support DDP&C with workforce planning and staff budgeting

• Prepare and issue regular HR updates on new hires, staff movements

Learning and Development

• Draft and implement L&D policies

• Meke training needs analysis, build the annual L&D plan based on such analysis, manage the L&D plan

• Manager training events and language courses, including market research, interviewing trainers and providers to ensure that L&D solutions are customized to IRC needs

Performance Management and Workday Management

• Support DDP&C in preparation and implementation of performance management processes: goal setting, mid-year check in, year-end check in

• Support DDP&C in preparation to audits from donors, state authorities; coordinate with fields and Finance teams during audits

• Liaison with the Workday team, manage staff movement and organizational structures in Workday, train HR team members to work with Workday, train staff to use Workday throughout the performance management cycle, approve staff movement transactions in Workday

People Management

• Act as a technical supervisor to all field officers

• Supervise technically and administratively the Kyiv HR officer and HR Assistant (Archivist)

• Have regular 1:1 with filed HR officers, Kyiv officer and Kyiv HR Assistant

• Act as in charge of the organization of document flow between offices

• Perform field visits and quality reviews to ensure that each filed staff administration process is efficient, accurate and in compliance to Ukrainian legislation and IRC requirements.

• Back up and support field HR as necessary

• Lead by example and support IRC’s commitment to taking all necessary preventive measures and creating an environment where people feel safe and can report misconduct.

JOB REQUIREMENTS

Education:

• Minimum bachelor’s degree is required

• Training in HR administration or/and L&D, Performance Management, Workday management

Work Experience:

• Minimum 5 years of experience as an HR generalist, HR specialist in at least one HR area: staff administration, Performance Management, L&D

• Minimum 2 years in a humanitarian organization or an international, diverse organization with a fast-paced environment, preferably with the matrix structure

• Experience of working in Workday

Demonstrated Skills and Competencies:

• A commitment to IRC’s values, mission and vision

• Knowledge of Ukrainian labor legislation and staff administration

• Proven ability to plan long-term, organize priorities and work under administrative and programmatic pressures with detail orientation and professional grace

• Proven sense of professional discretion, integrity, and ability to manage complex HR situations diplomatically and to effective resolution.

• Top-tier written and verbal communication skills

• Excellent management, interpersonal and negotiation skills, and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross-cultural context.

• Ability to demonstrate a supportive and consultative approach with direct reports and staff at senior and junior levels.

• Strong proficiency in MS Word, Excel, Outlook and PowerPoint is required.

Language Skills:

• English at the Intermediate and higher level, and Ukrainian fluency required

REPORTING STRUCTURE AND TEAM COLLABORATION

• Position Reports to DDP&C

Position technically supervises Dnipro/Kharkiv/Odesa HR Officers

• Direct (administrative) and technical supervision of the Kyiv HR officer and Kyiv HR Assistant

• Position closely cooperates with Compensation and Benefits Manager, Finance team, Supply Chain Team, Field Managers, Workday Team
