How can you make a difference?

Under the supervision and guidance of the Human Resources Officer/Human Resources Specialist, the Human Resources Associate acts a business partner to his/her CO clients. To do this, the HR Associate uses a client-oriented approach to implement business solutions in key HR areas (i.e.benefits and entitlements, HR administration, recruitment, learning and development, etc.), as aligned with HR best practices, and in compliance with UNICEF HR rules and regulations.

Key Accountabilities and Duties & Tasks

Support in processing of entitlement and benefits in liaison with the GSSC where applicable

• Keeps abreast of ongoing developments, corporate HR policies, systems and best practices as part of the HR reform and its impact at CO level.

• In consultation with supervisor, analyze, research, verify, and compile data and information on cases that do not conform to UN or UNICEF’s HR Rules & amp; Regulations, to support consistent and equitable application of decisions and implementation of agreed upon action.

• In consultation with supervisor, analyze, research and verify information for the purpose of responding to staff queries on areas related to benefits and entitlements.

• Liaises with GSSC on implementation and processing of all issues related to HR administration (onboarding, maintenance and off-boarding) of CO staff, by ensuring all relevant forms are completed by staff and uploaded into MyCase.

• Prepares all personnel-related records and files, ensuring all information on each staff member is up-to-date and accurate and in collaboration with GSSC, maintain Official Status Files for all staff members in UNICEF Turkey Support in recruitment and placement of staff and other UNICEF workforce

• Ensures correct and efficient management of all recruitment requisitions, through timely monitoring and compliance with corporate KPIs on completion of staff recruitment (drafts vacancy announcements to help attract ideal candidates, ensures timely and efficient screening of applications for minimum eligibility, liaises with candidates in the various stages of the recruitment process and send regret letters via TMS, monitors life-cycle of recruitment process to update supervisor as necessary)

• Uses UNICEF systems to generate HR data analytics which facilitates preparation of workforce planning reports for supervisor to review against benchmarks i.e. Gender and geographical balance, compliance with completion of performance planning and assessment, and any other areas of HR functions that contribute to the CO performance

Support in learning and development

• Researches and analyses data and information to help identify training needs within his/her country office for the development of learning plans and other targeted training interventions.

• Researches, analyzes, verifies, and compiles information on external training courses available and educational institutions to help supervisor decide on learning programmes that address learning gaps in his/her country office.

• Develops and processes contracts for institutions providing training and courses, ensuring compliance with UNICEF rules and regulations.

• Liaises and supports CO teams in organizing workshops, learning and development events, ensuring that event logistics are in place. Obtains post workshop/events evaluations with the view to share the consolidated statistics and results in support to capacity development of stakeholders.

Support in organization design and job classification

• Consults with respective supervisors/managers in supporting with drafting/reviewing/updating and finalizing job profiles. Where applicable, submits the required documentation for classification of revised job profile

• Flags to supervisor possible discrepancies/needs or tasks in job profiles in line with CO discussions on best staffing structure.

• Follows up and liaises with HQ and RO on the status of job profile classification submissions.

• Monitors life-cycle of all job classification requests to facilitate recruitment and organization planning.

Time Attendance

• Maintains and updates a system which monitors the absence of staff.

Administrative support and services

• Ensures follow up and timely issuance/re-issuance of UNLPs, residence and working permits, for all international staff and experts

• Prepare and update OPSCEN staff list on a quarterly basis

To qualify as an advocate for every child you will have…

  • Completion of secondary education, preferably supplemented by technical or university courses in the area of human resource management
  • A minimum of 6 years of relevant professional experience in human resources, administrative work experience is required.
  • Fluency in English and local language of the duty station is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Remarks:

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
