This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The Human Resources Associate (UN Volunteer Specialist) will report to a professional staff member in either the national or international category, depending on the office context. This DOA covers a broad range of HR functions, however, depending on the context, the incumbent may focus on all, some, or only one or two areas with great depth. In addition, there may be additional functions not mentioned in the DOA. If this is the case, this can be made clear in work plans and/or individual performance plans.

The focus of HR functions at this level is on the provision of transactional HR activities pertaining to recruitment and selection, induction and orientation, administration of entitlements and data analytics.

Within the delegated authority and under the supervision of the Chief, Human Resources Social or his/her designated mandated representative(s), the UN Volunteer will provide supports in the following areas:

  • Supports in Recruitment and Selection: · Prepares and circulates internal and external advertisements. · Review applications and prepare initial shortlist for Hiring Managers review. · Liaises with candidates in the various stages of the recruitment process. · Prepares formal acknowledgement, offers and regret letters. · Initiates and follows up on reference checks and academic verifications, and ensuring the completion of other background checks. · Monitors life-cycle of recruitment process including timely updating the recruitment tracker to update supervisor as necessary. · Update the office organogram and staff list as necessary.

  • Induction and Orientation: · In collaboration with other HR team members, prepare new staff induction programme and coordinate timely execution. · Assist Supervisor in organizing new staff orientation.

  • Supports in processing entitlement requests: · In consultation with supervisor, analyze, research, verify, and compile data and information on cases that do not conform to UN or UNICEF’s HR Rules & Regulations, to support consistent and equitable application of decisions and implementation of agreed upon action. · In consultation with supervisor, analyze, research and verify information for the purpose of responding to staff queries. · Review and process staff entitlement requests e.g. Rest and Recuperation (R&R) travel, Home Leave, Family Visit, Education/Reverse Education Grant Travel, etc. Maintains and prepares all personnel-related records and files, ensuring all information on each staff member is up-to-date and accurate. Data, Analytics and Knowledge Management: · Assist supervisor in data and analytics by collating data and information related to recruitment, gender, diversity, performance management, staff, non-staff, etc. · Assist supervisor by preparing power point presentations to organize HR webinars for all or targeted group of staff.

Results/expected outputs:

· As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its clients in the accomplishment of her/his functions, including: - Improved transactional services and delivery processes. - Worked with a high degree of sense of responsibility and commitment for the achievement of overall service delivery results in HR activities. - Completed recruitments – particularly consultancy recruitments – in a timely matter meeting the set standards and principles of the UNICEF recruitment and selection policies. -Analyzed various HR data to support supervisor and senior management to support their decision makings. - Enhanced efficiency and reputation of HR.

  • The scope of HR work typically covers two or more transactional HR activities (i.e. recruitment, entitlements management and servicing, classification, staff development, performance management etc.) as generalist yet requiring the handling of complex and intricate HR matters on which quality and authoritative procedural advice is provided to the supervisor.

• Professionalism: demonstrated understanding of operations relevant to UNICEF; technical capabilities or knowledge relevant or transferrable to UNICEF procedures and rules; discretion, political sensitivity, diplomacy and tact to deal with clients; ability to apply good judgement; ability to liaise and coordinate with a range of different actors, especially in senior positions; where appropriate, high degree of autonomy, personal initiative and ability to take ownership; resourcefulness and willingness to accept wide responsibilities and ability to work independently under established procedures; ability to manage information objectively, accurately and confidentially; responsive and client-oriented;

• Integrity: demonstrate the values and ethical standards of the UN and UNICEF in daily activities and behaviors while acting without consideration of personal gains; resist undue political pressure in decision-making; stand by decisions that are in the organization’s interest even if they are unpopular; take prompt action in cases of unprofessional or unethical behavior; does not abuse power or authority.

• Flexibility: adaptability and ability to live and work in potentially hazardous and remote conditions, involving physical hardship and little comfort; to operate independently in austere environments for protracted periods; willingness to travel within the area of operations and to transfer to other duty stations within the area of operations as necessary; \• Genuine commitment towards the principles of voluntary engagement, which includes solidarity, compassion, reciprocity and self-reliance; and commitment towards UNICEF mission and vision, as well as to the UN Core Values.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
