This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

United Nations Development Programme (UNDP) works in nearly 170 countries and territories, including the Republic of Moldova, helping to achieve the eradication of poverty, and the reduction of inequalities and exclusion.

We help countries to develop policies, leadership skills, partnering abilities, institutional capabilities and build resilience to sustain development results. UNDP in Moldova is guided by its Country Programme Document, and the UN-Moldova Development Assistance for 2018-2022, which is in line with the priorities of the Government of Moldova.

In a rapidly changing global environment, the work of UNDP and the broader UN family aligns with the new national development vision, Moldova 2030, and sector strategies. UNDP Moldova’s country programme for 2018–2022 has three major focus areas:

Inclusive growth, Effective governance, Climate change, environment and energy and three cross-cutting areas: Gender equality, Crisis response, Development impact.

Within the delegated authority and under the supervision of the National HR Officer, and overall supervision of the Resource Management Officer (RMO) or his/her designated mandated representative(s), the UNV HR Associate will:

•Support recruitment processes in coordination with other HR team members including publication of VN/SVN, receiving and sorting/longlisting applications, arranging interviews and tests, preparing all the required documentation and materials. •Assist in 3rd party hiring in coordination with relevant units. •Provide day to day operations and administrative support of the HR functions and duties. •Carry out pre-employment activities such as preparation of Entry on Duty documentation and collection of supporting documentation. •Update and maintain electronic and physical archiving systems in the unit including personnel files with all supporting documentation, recruitment files, HR policies, regulations, guidelines and manuals, internal controls, etc. •Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: •Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). •Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; •Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
•Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. •Assist with the UNV Buddy Programme for newly arrived UN Volunteers; •Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

HR/Admin or other relevant programmes (with Bachelor’s Degree) or 5 years (with Secondary Education) at the national and/or international level •Secondary education with five years of experience in Human Resources area or bachelor’s degree in Human Resources, Business Administration, Psychology or related field with three years of relevant professional experience. •Experience working in the UN or other international development organization is an asset; •Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage; •Well-organized and diligent person, accuracy and professionalism in document production and editing. •Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively. •Ability to work and adapt professionally and effectively in a multicultural team of international and national personnel. •Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

UN Volunteer entitlements and allowances:

The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service. Contingent on specific eligibility criteria, location of the volunteer assignment and contractual type and category, the payment of allowances will begin from the date of Commencement of Service For more information on entitlements please read the Condition of Service (https://explore.unv.org/cos).
