This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

In February 2022, WFP re-established its presence in Ukraine. The WFP Ukraine Country Office is scaling-up food assistance via in-kind food and cash-based transfers (CBT) to affected populations in Ukraine within its Limited Emergency Operation (LEO), Since the beginning of the war, WFP has reached 5 million people with in-kind and cash assistance cumulatively and will continue scaling-up its response to assist up to 4.8 million people on a monthly basis. WFP continues to monitor the food security situation in Ukraine, to adjust its assistance and accommodate surging needs. WFP is also providing logistics and emergency telecommunications services to the humanitarian community, facilitating the timely provision of assistance inside and outside of Ukraine.

Within the delegated authority and under the supervision of the HR Officer or his/her designated mandated representative(s), the UN Volunteer will:

• Provide assistance on a wide range of complex HR queries and follow up actions, to ensure consistent and high quality HR services are delivered to clients. • Allocate responsibilities and support on-the-job learning and development of junior support staff, to ensure they have adequate knowledge of HR systems and procedures required to perform their duties and subsequently can contribute to the provision of effective HR services. • Identify evolving needs of the organization and recommend changes in HR processes and procedures, to support improvements in HR services. • Analyze and respond to various internal and external queries, to ensure that clients are well-informed and that HR team activities are aligned with broader WFP objectives. • Review and compile a variety of data on staff recruitment and selection, contractual conditions, entitlements, performance and training requirements, workforce, etc., to support analysis and reporting needs. • Support activities in the areas of work allocated by the professional officer in compliance with relevant processes and procedures. • Support and deliver on boarding for new staff joining WFP, to ensure that relevant processes are followed and the conditions of terms of service are explained and understood. • Prepare a range of complex HR documentation required for the specific area of work (e.g. employment contracts, transfer/separation letters, training-related documents, etc.) ensuring accuracy and meeting established deadlines. • Use HR management systems for reviewing, entering and updating a variety of HR data including monitoring various deadlines (e.g. contract expiration, PACE, etc.), ensuring compliance with the established deadlines and accuracy of HR data. • Co-ordinate the maintenance of confidential personnel records, HR databases and archives, to ensure data and files are accurately stored and updated in compliance with the established standards • Monitor staff deployment and handle related administrative actions including preparation of reports, to support efficient HR service enabling WFP to respond quickly to a crisis.

Results/expected outputs:

• As an active WFP team member, efficient, timely, responsive, client-friendly and high-quality support rendered to WFP and its beneficiaries in the accomplishment of her/his functions, including: Results/Outputs can be modified as appropriate; should not entirely mirror the task description but serve as a basis for workplan and deliverables] • Ensure effective onboarding for all new staff members joining WFP with relevant processes and conditions being followed, and required documents signed. • Key databases for HR records are established and kept up to date. Accurate staff list with relevant details being updated on a routine basis. Coordinate the maintenance of confidential personnel records, HR databases, and archives, to ensure data and files are accurately stored and updated in compliance with the established standards. Ensure staff deployment database is well tracked, up to date, and ready for reporting purposes. • Preparation of all national employment contracts, transfer/separation letters, training-related documents, etc.) ensuring accuracy and meeting established deadlines. Facilitate separation formalities and make sure all separation documents are completed and file accordingly.

Human Resources, recruitment, talent development, administration or other relevant programmes; experience experience working in the UN or other international development organization; • Experience in WFP HR Services operating standards across a range of international humanitarian contexts is an asset. • Experience in providing training to new staff members within area of expertise and supported with ad-hoc queries is an asset.

As it is a national UN Volunteer's assignment, the volunteer shall organize his/her accommodation by themselves.

Entitlements of National UN Volunteer (Specialist - Step 1)

The contract lasts for the period indicated in the vacancy with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Allowances: • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 1534 (equivalent in UAH) is provided monthly to cover housing, utilities and normal cost of living expenses. Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements: • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
