Org. Setting and Reporting

UNTSO was the first peacekeeping operation established by the Security Council, in its resolution 50 (1949), and continues to represent the commitment of the Council to assist in the implementation of the 1949 Armistice Agreements and their attendant ceasefires. In its resolution 73 (1949), the Council requested the Secretary-General to arrange for the continued service of such UNTSO personnel as might be required in observing and maintaining the ceasefire, as requested by the Council in its resolution 54 (1948), and as might be necessary in assisting the parties to the Agreements in the supervision of the application and observance of the terms of those Agreements. UNTSO is mandated to observe and maintain the unconditional ceasefires and assist the parties to the 1949 Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. Its mandate derives from Security Council resolutions and decisions, including foundational resolutions 50 (1948), 54 (1948), and 73 (1949). UNTSO ’s activities are spread over Egypt, Israel, Jordan, Lebanon and the Syrian Arab Republic to maintain the regional liaison architecture established under the Armistice Agreements.

This position is located in the United Nations Truce Supervision Organization (UNTSO). The Human Resources Assistant at this level reports to the Chief Human Resources Officer and/or his/her Deputy.

Responsibilities

Within the limits of delegated authority, the Human Resources Assistant will be responsible for performing the following duties:

Recruitment and Staff Selection •Reviews job openings in consultation with hiring managers, ensuring that the evaluation criteria and responsibilities are in line with the approved or classified documents. •Assists with forecasting and identifying vacancies, preparing job openings, reviewing and screening of candidates. •Assists in conducting preliminary reviews, prepares and submits recruitment cases to Review Bodies. •Participates in the recruitment process by; identifying long-lists of candidates; evaluating and screening applications; facilitating the interview process and acting as ex-officio. •Assists in the filling of posts for all categories. For national positions, initiating and following-up on reference checks and academic verifications, ensuring the completion of pre-recruitment formalities, calculating salaries and related benefits, preparing and dispatching offers of appointments. •Maintains job opening files, ensuring closure of job openings in INSPIRA upon completion of selection. •Prepares recruitment status reports for use by CHRO.

Administration of entitlements and benefits for civilian and military personnel •Supervises and monitors the work of Human Resources Assistants at the lower level in carrying out all human resources functions including but not limited to processing personnel actions in Umoja and related HR transactions and maintenance of staffing tables. •Receives and reviews grievances and complaints related to entitlements and benefits, assessing and evaluating the merit of each case and making recommendations for resolution; •Reviews and processes entitlements and benefits related actions, making appropriate recommendations where exception is required. •Provides advice to staff as first point of contact regarding interpretation and application of policies, regulations and rules concerning conditions of service, entitlements and benefits. • Administers and provides advice on salaries and related benefits and travel entitlements. •Determines benefits and entitlements for staff on the basis of contractual status in line with Staff Rules and Regulations, preparing justifications for exceptions for review by the Human Resources Officer. •Inducts newly recruited staff members by briefing them on administrative formalities, conditions of service, entitlements and benefits. •Assists in resolving complex HR related issues and problems by conducting necessary research and fact finding and preparing drafts and related documentation for review by the Supervisor. •Provides guidance and supervises staff under the Individual Uniformed Personnel (IUP) Cell. •Processes MSA and other entitlements for IUPs.

Performance Management and Staff Development • Provides support in advising managers and staff on performance management to ensure effectiveness, compliance and equity. • Ensures compliance with the performance management system, including inputs to the Rebuttal Panels in which he or she serves as ex officio member. • Reviews complaints or grievances from staff on performance related matters and initiates actions to resolve them. • Prepares monitoring reports on staff development and career support programmes. • Assist in the development and tracking of career development programmes in liaison with the mission training focal points.

Planning and Budget •Supports the mission planning process throughout the mission lifecycle by preparing documentation and data as well as initial reviews on staffing requirements and organizational structure. •Assists with reviewing recommendations resulting from staffing reviews and workforce planning exercise and providing data that would translate them into staffing requirements for purpose of budget preparation. • Supports review of budget drafts of mission's sections and ensures that data and actions asked for in the guidelines on budget reviews are provided by mission sections for review and reflection in the budget draft. •Provides assistance and recommendations to the mission’s sections on job classification procedures and the preparation of classification documentation including Job Descriptions and Organizational Charts. •Assists with the monitoring of staffing related costs and expenditures in the human resources information systems (HRIS) in line with the funds. •Ensures that management of posts is conducted in line with established standard procedures, and processes related transactions such as fund commitment in the HRIS to meet any shortfalls. •Advises managers on loaning of posts between sections and movement of posts and staff between locations based on the Standard Operating Procedures, Staffing table and Post Management. •Updates staffing tables in HRIS systems in line with the authorized staffing table.

Others •Researches on matters related to the administration of justice and provides inputs and information for formulation of mission response to applications of staff to MEU or UNDT. •Updates HRIS and initiates required transactions in the system. •Provides induction to the Individual Uniformed Personnel (IUP) and monitors their time and attendance. •Analyses incoming correspondence, and drafts memorandum and faxes related to HR matters. •Prepares monthly staffing complement and post incumbency reports. •Assists in preparing policy papers, position papers and briefing notes on issues related to human resources management. •Keeps abreast of developments in various staff rules, administrative instructions and other areas of human resources within the organization. •Umoja troubleshooting as a Local Process Expert (LPE), OSD Tier2B support, and HRP Certification Training for Junior HR staff as a Mentor. •Performs other duties as may be assigned.

Education

High school or equivalent diploma is required. Technical or Vocational Certificate and/or training in human resources, business administration or related fields is required.

Job - Specific Qualification

A valid driver’s license in Jerusalem is desirable.

Experience in using Enterprise Resource Management (ERP) systems like Umoja, including training and certification as HR Partner-all is required.

Experience and certification as Local Process Expert (LPE) and Business Expert and Mentor (BEaMS) is required.

Technical or Vocational Certificate and/or training in human resources, business administration or related fields is required.

Experience in delivering training sessions on a wide range of human resources management practices such as policies and procedures, benefits and entitlements, performance management and Human Resources Systems is required.

Experience in the preparation of human resources statistical reports, workforce planning, budget preparation, and classification exercises is required.

Experience in administration and managing IUPs (International Uniform Personnel) in Umoja is required.

Experience in the application of Human Resource Management systems like Inspira is required.

Work Experience

At least 8 years of progressively responsible experience in the field of human resources management or related fields is required.

At least three (3) years of relevant experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions or UN agencies, funds and programmes) - or similar international organization or non-governmental organization is required.

Experience in the application of Human Resource Management systems like Inspira is required.

Experience in using Enterprise Resource Management (ERP) systems like Umoja, including training and certification as HR Partner-all, is required.

Experience and certification as Local Process Expert (LPE) and Business Expert and Mentor (BEaMS) is required.

Experience in delivering training sessions on a wide range of human resources management practices such as policies and procedures, benefits and entitlements, performance management and Human Resources Systems is required.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.
