• Efficient, timely, responsive and high-quality project support rendered to the improving MINUSMA Human Resources; • Contribute to the achievement of effective and efficient Human Resources services that continuously provide quality support to the Mission and staff; • Coaching/mentoring and knowledge shared and documented while working with National Staff; • Recruitment for National posts completed within set timeframe while ensuring compliance to UN rules and regulations; • Successfully advise staff members regarding entitlements and conditions of service; • Undertake research on a range of HR related issues and assist in the preparation of notes/reports; • Respond to queries concerning HR related matters.

Under the general supervision of Chief Human Resources Officer (CHRO) and direct supervision of the Human Resources Assistant “Team leader in Kidal”, the UN Volunteer will undertake the following tasks: Recruitment and placement

• Assists with the processing of recruitment for national positions and Individual contractors. • Supports reviews of job openings in consultation with hiring managers, ensuring that the evaluation criteria and responsibilities are in line with FPD guidelines for national recruitment. • Assists with the review of applications to ensure that candidates meet eligibility criteria, including requirements stated in the job openings. • Initiates and follows-up on reference checks, in respect of academic verifications and employment records, ensuring the completion of the pre-recruitment formalities. • Maintains up to date electronic roster for successful applicants to national category job openings, establishing contacts with candidates to update rosters. • Assists with inductions and administrative arrangements for newly recruited staff.

Administration of entitlements and benefits

• Respond to queries from staff members regarding recording of attendances and absences and pro-vide guidance in UMOJA, when required. • Maintains and regularly updates official status files for national staff in the missions. • Advise staff members regarding their entitlements and conditions of service. • Assists with the monitoring and documentation of issues related to conditions of service of staff and advises the supervisor of any developments. • Prepares and drafts statistical reports and memorandum for review by the Supervisor. • Process and update staff members’ records in the UN Field Support Suite (FSS) platform. • Liaise with the Regional Service Centre in the processing and updating of staff members’ records in UMOJA. • Verify and review data to be entered in UMOJA (Software) by the Regional Service Centre. • Assist staff members in the record and submission of Danger Pay in UMOJA, when required. • Any other related tasks as may be required.

with bachelor’s degree or five (05) years with high school diploma of progressively responsible experience that demonstrates knowledge and ability in delivering Human Resources services. Solid computer skills, including full proficiency in various MS Office applications (Excel, Word, etc.) and other IT applications and office technology equipment.

Mali is a non-family duty station. Kidal is a non-family duty station category E, with a difficult security and working environment. Due to the security situation, movements to the city are often restricted. Living conditions in Kidal are harsh with the extreme heat and sandstorms. Newcomers are advised to bring appropriate clothes and shoes compatible with dust condition and sand, mosquito repellent and a hanging mosquito net. Basic furnished accommodation is provided subject to availability, international and UNV staff are assigned individual rooms with private bathrooms and basic appliances. Mali is a country prone to malaria, so mosquito nets are highly recommended. There is a level I and level II hospital. Basic medicines are available from pharmacies, but provision needs to be made for specialized medication. The national currency is the Franc CFA (April 2018 exchange rate was 1 US$ = 548 FCFA). Security recommendations from the UN Department of Safety and Security (UNDSS) must be followed by all UN Staff in the course of their assignments in Mali. Appropriate measures are in place to mitigate the current security risk for UN personnel in the country. All UN Volunteers, like all UN personnel, undergo a security briefing and the 3 day mandatory training “Safe and Secure Approaches in Field Environments” (SSAFE) upon arrival, where practical guidance and recommendations are provided regarding security threats in Mali. An additional security briefing is provided upon arrival to the final duty station. Like all UN personnel, UN Volunteers based in Gao/Kidal/Timbuktu/Mopti/Menaka/Tessalit are accommodated in UN premises, for which they contribute by 100 to 200 USD/month. UN provided accommodation in Mali is compliant with wellbeing standards, i.e., female/male bathrooms. A welfare committee is also active in all duty stations to ensure sufficient access to welfare commodities, including food supplies. Emergency contacts (security, medical, staff counselling, UNV Office) are made available for all UN Volunteers upon arrival, and each individual is provided with a VHF radio and a call sign, which can be used at all times. For the sake of rewarding experience, UN volunteers in MINUSMA carry out their duties with flexibility, commitment, and a willingness to live and work in challenging conditions including heat and at times, limited water and electricity supply.
