This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

The position is aimed at strengthening UNSMIL HR department in the context of the mission's extended mandate.

Within the delegated authority and under the supervision of Chief Human Resources Officer the UN Volunteer Human Resources Assistant will: • Assists with the recruitment process for all categories of personnel, including staff and non-staff • Publish vacancy announcements on local websites pertaining to National staff and Consultant/IC recruitments. • Administer tests and interviews, participate as HR ex-Officio in interview panels. • Assists in the administration of contracts, benefits and entitlements of National Staff, UNVs, Consultants, Individual Contractors. • Assists in the coordination and administration of recruitment and contracts of Service Contract holders with UNDP. • Draft inter-office memoranda, faxes, To Whom It May Concern letters and other routine correspondence. • Prepare weekly valise to New York. • Process expense reports for staff and non-staff categories • Maintain tracking databases (Expired UNLPs, e-Performances of staff members and arrival/installation of staff members’ dependents in Tunis). • Liaise with Security Section pertaining to the issuance/extension of ID cards. • Filing and scanning documentation. • Perform other office duties as required.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs • Successful completion of tasks detailed above in “Description of Tasks within set deadlines. • Updates to the databases detailed in “Description of Tasks” are accurately recorded and updated in a timely manner. • Requests are processed and completed in a timely manner. • Maintain filing system to ensure documents are filed with minimum delay. • Incoming correspondence correctly recorded, scanned to the relevant databases and distributed as required to the relevant offices within the shortest possible timeframe to facilitate and speed up the processing and completion of recruitment cases. • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

• At least three (3) years of professional work experience at the national and/or international level in Human Resources Management, Administration or a related field is required; experience with using ERP systems is desirable; experience working in the UN or other international development organization is desirable; The incumbent must be a dynamic, multi-functional person, who supports the Chief Human Resources Officer and the duties of that office with professionalism, dedication and client orientation. The following qualifications are required. • Tertiary education in a relevant field. • Experience in UN field operations would be an asset, including good working knowledge of UN rules and regulations regarding recruitment policies and procedures. • Have affinity with or interest in humanitarian relief, post-conflict situations, volunteerism as a mechanism for durable development, and the UN System.
