OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Department of Human Resources Management (HRM) supports PAHO’s mission of working in and with countries towards the improvement of health and quality of life in the countries of the Americas through strategic, innovative and variable human resources practices, policies, programs and services to attract, engage and retain highly qualified, talented staff committed to excellence, mutual respect and trust.

DESCRIPTION OF DUTIES

Under the direct supervision of the Director, Human Resources Management (HRM), and the general supervision of the Director of Administration (AM), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Talent Acquisition

  2. Develop and implement comprehensive talent acquisition strategies for fixed and short-term positions; analyze the Organization’s workforce trends, assessing needs and developing short- and long-range workforce plans;

  3. Establish strong cross-functional relationships and partnerships with technical entities to understand workforce requirements in terms of headcount and skills required for current and future needs;
  4. Advise and manage recruitment and selection processes for senior level positions; review applications, participate in selection panels, and liaise with executive search firms, specifically for managerial and executive roles;
  5. Interpret and apply the staff rules and regulations and provisions, and policy decisions pertaining to employment management; provide guidance on policies relating to recruitment, placement and appointments;
  6. Research best practices and develop HR metrics to support operations and communicate progress in recruitment processes;
  7. Oversee the work of the Recruitment Team; provide leadership, guidance and monitoring of supervised staff by setting clear work objectives, ensuring timely and effective use of performance reviews and feedback mechanisms, engaging in regular communications, and solving interpersonal or technical conflicts; determine their work objectives and work distribution; establish effective methods for processing work assignments;
  8. Manage and leverage corporate online recruiting system; oversee system updates; manage all related recruitment and selection vendors;
  9. Manage the staff hiring process, ensuring the timely notification of selection to candidates and issuance of employment contracts which accurately reflect the individual’s benefits and entitlements;
  10. Represent PAHO in WHO and UN global communities for employment related matters.

II. Classification:

  1. Develop and implement streamlined job classification processes and procedures, maximizing the use of automated processes, and ensuring the availability of up-to-date staffing information;
  2. Oversee the work of the Classification Team, providing guidance and oversight regarding the various classification plans used by the Organization for determining the proper categorization, organization and job structure, and grade of all staff positions, temporary appointments and other related contractual arrangements as well as work performed under local contractual agreements in country offices and centers to ensure the application of uniform classification/compensation criteria throughout the Region;
  3. Provide management with advice on various alternatives, and on post classification activities to assist in identifying, diagnosing and resolving organizational and job structure problems and issues;
  4. Represent the Organization in the United Nations Common System regarding classification matters.

  5. HR strategic partner:

Serve as a consultant to management in the Organization on all human resources related issues. This includes: provide guidance on workforce planning; act as change agent; assess and anticipate HR-related needs; provide HR policies, guidance and interpretation; analyze HR trends and develop solutions, programs and best practices; maintain an effective level of business literacy about the designated departments and country offices financial position, strategic plans, etc.;

  1. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in a discipline related to the functions of the post, and a master's degree in human resources management, public and/or business administration, or other related social science from a recognized university.

Experience****:

Essential: Nine years of combined national and international experience in the field of human resources with particular experience in recruitment, classification, and posts’ administration. Track record of design and effective implementation of employment management related policies, practices and procedures.

Languages:

Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

IT Skills:

Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook. Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project would be an asset.

REMUNERATION

Annual Salary****: (Net of taxes)

USD $75,602.00 post adjustment

Post Adjustment****: 54.1% of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
