OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Department of Human Resources Management (HRM) supports PAHO’s mission of working in and with countries towards the improvement of health and quality of life in the countries of the Americas by ensuring consistent application of staff rules and regulations, strategic and innovative human resources practices, programs and services to attract, engage and retain highly qualified, talented staff committed to excellence, mutual respect and trust.

DESCRIPTION OF DUTIES

Under the general supervision of the Director, Human Resources Management (HRM), and the direct supervision of the Human Resources Advisor, Employment Management (HRM/EM), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Implement and administer the effective and timely processes of job revision and classification for UN positions in the Organization; conduct analyses by applying the International Civil Service Commission (ICSC) classification standards;
  2. Ensure position classification accuracy and consistency in interpreting and applying position classification standards, and in reviewing classification issues for program implications;
  3. Conduct desk audits and evaluate positions at all levels in the Organization to determine the proper position category and grade, including review of job descriptions; prepare written analyses for reclassification or reprofiling recommendations;
  4. Advise managers and staff on the accepted principles and rules in job design, analysis of individual position and organizational structure issues, and job description writing and re-profiling principles;
  5. Conduct entity reviews and reprofiling as needed, in accordance with approved HR Plans.
  6. Manage the review, updating and preparation of job descriptions ensuring accuracy in terms of technical content; ensure that work complexity is consistent with the established/proposed grading, and in alignment with similar positions in the Organization, and in accordance with the classification standards and job evaluation system; ensure post descriptions properly reflect programmatic needs and alignment with respective organizational entity;
  7. Ensure periodic review and update of post descriptions in each entity in accordance with the applicable Staff Rules; provide guidance and support for the re-definition of positions, job design, analysis of individual positions, organizational and programmatic alignment and preparation of job descriptions following re-profiling or restructuring exercises;
  8. Conduct position management studies to propose streamlining and operational efficiency measures for complex organizational entities and offices;
  9. Collaborate and contribute to the corporate HR planning process; conduct reviews of entities and provide advice to entity managers on positions, in line with organizational guidance; participate as member of HR Planning review team for biennial planning processes;
  10. Monitor and control the adequate execution of HR Plans for classification actions in accordance with established timelines, ensuring quality of work and consistency in grading of positions;
  11. Ensure efficiency of staffing reviews and organizational structure activities through the development of methodologies and guidelines; provide briefings and training; update and improve the tools available for job description writing;
  12. Provide guidance, interpretation and technical support to Country Offices and Centers on matters related to classification of locally recruited assignments/positions; evaluate and make recommendations regarding categorization and grading of positions for non-UN personnel at the national level;
  13. Participate as HR counterpart, jointly with other organizational entities, in the analysis and recommendations for organizational design; perform and give advice on job analysis studies including job audits or actions and position description questionnaires, and make recommendations based on analysis of results;
  14. Manage the operations of the Classifications unit, ensuring the effective and timely processing of job revision and classification of UN positions, locally recruited staff (CLTs) and other personnel in the Organization; monitor and ensure that all requests for job classifications and reclassification actions, review and updating of post descriptions, management of positions and related tasks are performed accurately and in accordance with established classification standards and pertinent staff rules;
  15. Manage staff assigned to the Job Classification team, establishing priorities and objectives, providing guidance, evaluating performance and maintaining a strong team ethic;
  16. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in human resources management, industrial relations, business administration, or any other field related to the functions of the post, from a recognized university.

Desirable: A master’s degree in human resources management would be an asset

Experience****:

Essential: Seven years of combined national and international experience in human resources management with emphasis on the areas of job design and job classification.

Desirable: Experience working with the ICSC job evaluation standards and their application in the UN common system or similar classification standards would be an asset.

Languages:

Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset

IT Skills:

Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

REMUNERATION

Annual Salary****: (Net of taxes)

USD $64,121.00 post adjustment

Post Adjustment****: 63.5% of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
