Purpose of Job
The Human Resource Officer supports the implementation of AU peace support operations by ensuring effective HR service delivery, compliance with AU policies, and alignment with mission structures. The role involves contract management, job profiling, SAP updates, and institutional coordination across the AU Peace Support Mission to the Multinational Joint Task Force (MNJTF) and its field offices.
Main Functions
• Assist in the following up on HR related activities of the Mission, including monitoring of progress made in line with a predefined strategic plan. • Contribute towards the development of new HR policy areas and participate in the expansion of existing HR policy areas, particularly in the case of peace support missions. • Contribute in conducting analysis and generate accurate reports in a timely manner for the respective Unit/Division and AU’s internal use. • Responsible for the delegation and execution of defined HR work areas, within the Mission area. • Participate in the organisation of relevant meetings, congresses and conferences with stakeholders. • Engage with relevant mid-level stakeholders and develop working relationships. Support the promotion of the activities of the Mission including preparing leaflets, guidelines and fact sheets as needed. • Assist in drafting reports and participate in the preparation of budget and work programmes related to the functioning of the Peace Support Mission. • Provide technical support to internal and external stakeholders
Specific Responsibilities
• Implement AU HR policies and procedures across the mission, ensuring full compliance with institutional frameworks and operational mandates. Implement HR operational plans aligned with AU policies and mission objectives. • Contribute to HR policy reviews and recommend improvements based on field realities. • Coordinate recruitment and onboarding processes for mission staff, including vacancy announcements, screening, and interview logistics, secondments etc ensuring timely documentation and approvals. • Support onboarding and induction processes for newly deployed personnel. • Draft, review, and align job descriptions with the approved MST structure AU standard specifications and formats. • Initiate contracts issuance and renewals in SAP, ensuring accuracy in grades, salaries, and reporting lines, and resolving any system-related issues. Coordinate and follow up with the AUC HQ to ensure timely issuance and renewals. • Maintain and update HRIS/SAP records, ensuring accuracy, confidentiality, data integrity and timely payroll actions for all mission personnel. • Advise mission leadership and staff on HR matters, including entitlements, compliance, and performance management. • Conduct periodic audits and verifications of staff grades, salaries, and contract statuses to ensure alignment with approved structures. • Monitor contract expiry dates and initiate timely renewal or separation procedures. Prepare and send monthly/periodic HR information for consideration by the HR Operations and Payroll Teams, in relation to contract renewal/non-renewal • Liaise with Finance and Administration to ensure timely payroll processing and benefits disbursement. • Support disciplinary and grievance procedures, ensuring fairness, documentation, and adherence to AU rules and regulations. • Mentor and supervise junior HR support staff, promoting capacity building, documentation standardization, and professional development. • Facilitate cross-functional collaboration with Finance, Procurement, and Logistics units to ensure integrated HR service delivery. • Assist in resolving staff queries related to entitlements, benefits, and employment terms. • Prepare HR reports and statistics for internal and external stakeholders.
Academic Requirements and Relevant Experience
• A Bachelor’s degree or Master’s degree in human resources management, Public Administration, or a related field is required.
Experience Requirement: • Minimum of 5 years of relevant HR experience for bachelor’s degree holders OR • Minimum of 2 years of relevant HR experience for master’s degree holders • Additional certifications in HR (e.g. SHRM, CIPD) or SAP are desirable • Exposure to or knowledge of military support programs is considered an added advantage
Required Skills
• Strong knowledge of international HR practices and theories; familiarity to AU HR frameworks, Staff Regulations and Rules, and peace support mission protocols is highly desired • Proficiency in SAP HRIS and Excel for contract processing, payroll tracking, and data analysis • Excellent drafting and document review skills, especially for job descriptions and compliance reports • Ability to interpret organizational structures and align job profiles with approved MST frameworks • Effective communication and interpersonal skills across multicultural teams • High attention to detail and organizational discipline in managing sensitive HR records • Problem-solving mindset with capacity to resolve system access issues and contract discrepancies • Multilingual proficiency (Arabic and French preferred) to support cross-cultural HR coordination • Ability to mentor junior staff and promote documentation standardization • Familiarity with AU performance management systems and disciplinary procedures

The Appointment will be made on a fixed term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. Thereafter, the contract may be renewed for a similar period subject to funding availability, satisfactory performance and agreed deliverables.

REMUNERATION:
The salary attached to the position is an annual lump-sum of US$ 78,182.35 (P2 Step 5) inclusive of all allowances for internationally recruited staff, and US$ 64,642.89 inclusive of all allowances for locally recruited staff of the African Union Commission.
