Purpose of the position

WHO Nepal Country Office supports the Government of Nepal in implementation of Huan Resource for Health Strategy 2021-2030. WHO Country Office collaborates with GoN and relevant stakeholders to implement action plan of HRH strategy including strengthening Human Resource for Health Information System.

Summary of Assigned Duties:

Under overall guidance of WHO Representative to Nepal, Public Health Administrator-Health System, and direct supervision of NPO-HSD, the incumbent will perform below duties:

  • Facilitate the implementation of National HRH strategy 2021-2030 in close coordination with WCO HSS team
  • Work with MoHP, Professional Councils and other stakeholders to ensure Human Resource Information System platform is in use and regularly updated
  • Ensure updated HRH workforce data available and access in common platform for its use by MoHP and other stakeholders in planning and decision making
  • Assist MoHP in regular recording, update and reporting of National Health Workforce Account
  • Support in initiating and updating HRH workforce information system across provinces using tangible interoperable system
  • Facilitate for regular technical working group meetings with ministry, professional councils, academic institutes, key stakeholders, and other health development partners for regular progress review on HRH
  • Perform other relevant duties as assigned by the supervisors. This includes duty travel or duty-station reassignment on short notice as per the program requirements.

Qualification****:

Education Qualification:

Essential: Advance university degree in Public Health or, Health Information System

Desirable: Additional training related to Human Resources for Health and Health system management

Experience:

Essential: At least three years of work experience in health system strengthening especially in health information system and management

Desirable: Proven experience in health information system management

Functional Knowledge and Skills

  • Excellent interpersonal skills
  • Ability to effectively work with government, development partners and collaborating agencies
  • Understanding of HRH situation, data needs, priorities in the federal context
  • Better understanding on organizational structure in public sector, health system issues and barriers
  • Capacity to work in diverse team on achieving common results, adoptive to circumstances, and problem-solving skills
  • Ability to travel exclusively within the country to support provinces and municipalities in HRH.
  • Ability to prepare policy briefs on HRH for knowledge sharing and policy forums in close coordination with GoN.
  • Good knowledge of HRH deployment and management in low resource settings.
  • Good report writing, analytical and documentation skills on technical areas of HRH in English and Nepali Able to work in team spirit and independently to achieve objectives

Remuneration:

Monthly Salary: (Net of tax) NPR 196,102.00 at single rate (taxable as per Nepal Government laws and appointment will be through Special Services Agreement (SSA))

Grade: SSA level 8

Duty Station: Kathmandu, Nepal
