The New Talent Team manages programs to provide staffing modalities and solutions through various talent programmes, outreach initiatives and partnerships with the public and private sectors.

Purpose of the job

The position is based in the New Talent Team, Talent Acquisition Team, Division of Human Resources (DHR). The HR Specialist will operate under the direct supervision of the HR Manager (New Talent Unit) and will manage and promote UNICEF’s Junior Professional Officer (JPO) Programme, with a focus on the areas of donor relationship management, JPO recruitment, contract administration, learning and career development, and management and monitoring of all JPO and secondment activities.

Key accountabilities, duties and tasks

Under direct supervision and guidance of the HR Manager, New Talent Unit, the incumbent will perform the following tasks:

Enhance the partnership with existing donors and actively explore outreach of new donors

  • Regular consultations with existing donors including participation in meetings with Government missions
  • Actively support in exploring the opportunities with new potential donors and establishing new partnership strategically.
  • strengthen internal partnership related to improving the quality engagement with current and potential donors.
  • Coordinate and manage donor event in 1st quarter of 2022. Coordinate JPO activities between Offices and donors on all matters related to the JPO Programme.

Manage the full cycle of JPO recruitments with focus on development and retention

  • Oversee the activities of the JPO programme including recruitments and contract extensions of future and active JPOs as well as coordinate implementation of different projects serving to enhance the JPO programme.
  • Partner with stakeholders, supervisors and liaise with donor governments on their JPO recruitments, implement effective and efficient recruitment procedures, ensuring organizational targets and donor related targets.
  • Liaise with supervisors regarding timely completion and sharing of JPO performance evaluation reports.
  • Generate regular management reports with detailed analysis on corporate organization indicators and make necessary recommendations

Coordinate the recruitment and contract extension for government-sponsored Secondment

  • Working closely with donor governments, initiate and negotiate agreements to support secondment programme.
  • Manage recruitment, contract extension, transfer and performance management for the senior level secondees.

Manage the Career Development Programme for JPOs

  • Manage the coaching and mentoring programme
  • Career transition conversations with outgoing JPOs (including 360 degree feedback)
  • Guidance to supervisors and managers on JPO programme expectations
  • Manage feedback surveys for JPOs and supervisors

To qualify as an advocate for every child you will have…

  • Advanced University degree in Human Resources Management, Business Administration, Psychology International Relations or a relevant field.
  • At least 5 (five) years relevant work experience including a time spent working in learning and development.
  • It is preferable that the individual has experience with, or in, multilateral and development institutions specifically in public partnerships or managing donor relations.
  • Knowledge of UN common practices in HR is required. Knowledge of UNICEF context will be an advantage.
  • Experience in full recruitment cycle, career counselling and contract management is preferred.
  • Knowledge of human resources policies, practices and procedures and ability to apply them in an organizational setting. Ability to identify issues, formulate opinions, make conclusions and recommendations.
  • Strong project management skills is preferred.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.
  • Fluency in English is required. Knowledge of an additional UN Language (French, Arabic, Chinese, Russian and Spanish) is considered an asset.
