The New York Portfolios Office (NYPO) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management

The Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.

The United Nations Support Office in Somalia (UNSOS) is mandated to provide a broad variety of administrative and logistical support services to its clients, the African Union Transition Mission in Somalia (ATMIS), the United Nations Assistance Mission in Somalia (UNSOM), the Somali National Army (SNA), and a few others. Moreover, Resolution 2472 (2019) adopted by the Security Council on 31 May 2019 established the continued UNSOS provisioning of logistical and financial support and for making oversight and accountability a cornerstone of the partnership between the United Nations, African Union and the Federal Government of Somalia.

In order to ensure continued delivery of critical support services during the ATMIS drawdown period, UNSOS seeks to engage a Business Analyst from UNOPS to add to capacity in the provision of important human resources services.

This is a position in UNOPS for supporting projects carried out for or in the United Nations Secretariat. The incumbent of this position will be a staff member of UNOPS under its full responsibility.

Functional Responsibilities

Under the overall supervision of UNOPS Senior Programme Manager, and under the direct guidance of the Chief Human Resources Officer (CHRO), the HR Senior Officer will serve as primary focal point to provide lead support to the consolidation and strengthening of improvements to the HR processes mentioned in UNSOS HRS Business Process Improvement (BPI) report, and to HR-focused capacity building initiatives, with particular focus on capacity building for the Somali Security Forces (SSF), and for national staff. He/she will perform the following tasks:

1. Training and capacity building activities

  • Conduct a review of UNSOS HRS Business Process Improvement and re-engineering initiatives and products; and establish revised priorities and targets for implementation.
  • Co-ordinate refresher training in the various HR platforms (Inspira, Staff entitlement, UMOJA) for all staff especially focusing on new features and changes to the systems.
  • Lead reorientation of the HR Induction training programme, including standardization of materials on benefits and entitlements for use and benefit of new staff members.
  • Organize and coordinate delivery of refresher training and orientation for current and new hiring managers to enable them carry out their recruitment and other HR tasks in an efficient and effective manner. The training to managers will include on: Inspira and UMOJA and should particularly target roles in the Manager Self-service (MSS) and related functionalities.
  • Support development, co-ordination and delivery of HR-based training and capacity building initiatives in support of SSF and national staff.

2. Business Process Re-engineering

  • The HR Senior Officer will build on and support validation of gains made in the following HR improvement initiatives and solutions:
  • Review of the human resources support model to staff, especially those located in the regions/sectors, and suggest solutions to further improve on service delivery.
  • Review of the current business process for recruitment of non-staff, i.e. consultants and Individual Contractors, recommend and implement process improvements to further streamline and rationalize timelines, to ensure efficient and timely processes in on-boarding and separation.
  • Consolidate and review the various HR process tools and tracking sheets in use, for streamlining. Revised and improved tools to be documented, shared, and socialized with hiring managers and other users.
  • Support the establishment of a repository of FAQs and Issues matrix on Budget Preparation process in terms of the questions and concerns commonly raised.)
  • As focal point, engage and reactivate implementation of the exit interview tool. This will include implementing exit interviews to systematically collect best practices and issues by involving mission Best Practices Unit and the Gender unit.

3. Other Support Initiatives

  • Lead support for the conduct and implementation of recommendations and resolutions of the annual HR Collective Dialogue.
  • Provide direct surge capacity support to roles and processes in staff selection, and administration of entitlements, both as part of validation of BPI solutions introduced, and to explore opportunities for further improvement in core HR service provision. This function may include serving both as Recruiter and/or HR Partner, subject to completion of relevant training and certification prerequisites.
  • Day to day front office support to office of CHRO in formulating and sustaining policy and operational solutions for mission leadership, managers, and staff. This role will include anchoring ad hoc and special projects in mandate implementation.
  • Building on ongoing initiatives to fully automate for shared use with clients, workflows, and HR solutions for clients.

Perform other tasks and responsibilities relevant to the scope of this position. Impact of Results The result of work of the HR Senior Officer impacts directly on delivery of services that satisfy the requirements of UNSOS as well as the performance of the services implemented there. It will also ensure proper processes and methodologies are followed and implemented according to the latest of the industry standards. The incumbent is responsible for ensuring activities for all global locations are in line with the overall business targets and UN policies, rules and regulations.

Education/Experience/Language requirements

Education: - A Master’s Degree, preferably in Human Resources, Business Administration or other relevant disciplines is required. - A Bachelor’s Degree in combination with additional two years of experience may be accepted in lieu of a Master’s Degree.

Experience: Required Experience: - A minimum of two (2) years of professional experience in support to programme development and management. - A minimum of two (2) years of experience in globally dispersed teams. - A minimum of one (1) year of experience in applying structured project management methodologies for delivery of business projects.

Desired Experience: The following experience is optional. Candidates who do not have it are welcome to apply

  • Skilled in use of MS Visio and MS PowerPoint.
  • Understanding of Internet, Intranet, Extranet and multi-tiered architectures.

Language Requirements:

  • Fluency in English (speak, write, read) is required.
