Job Description

- Review and prepare the overall payrolls for the national staff- Kabul & Filed Offices though HR payroll database. - Review the Management of benefits for national staff, i.e., medical allowance, Insurance, benevolence and trainings. - Review and process the final payroll for staff resigned, terminated or received end of contract notice, - Ensure that files for all terminated staff from all sites are forwarded to country office and their tracks are kept. - Prepare monthly insurance payroll and pension payroll for projects ending during the fiscal year. - Prepare the HR strategy Metrics report and monthly statistical report in close coordination with field offices. - Assist HR Coordinator and Senior HR -Admin Coordinator to monitor national personnel budget lines for IRC Afghanistan - Report any violations of the IRC Mandatory Reporting Policies, IRC code of conduct and all applicable policies to Senior HR -Admin Coordinator. - Assist, if necessary, in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of refugees by IRC and other humanitarian workers. - Assist and advice to main office program coordinators and management in recruiting, hiring, evaluations and disciplinary actions to ensure consistent application of IRC National Staff policies, procedures and code of conduct. - Manage Staff contracts and contracts renewal administration, benefits entitlements, health insurance, Changes in status, leave administration, performance management and staff exit management. - Advise managers one month in advance to complete and process their staff performance evaluations. - Manage new hires and induction process for national and international employees. - Supervise and oversee the collection and verification of staff timesheets compliance with IRC’s time and effort reporting requirements and timely submission. - Assist managers in disciplinary actions including ensuring all required documentation is completed and kept on file. - As required respond to queries from field offices related to HR policies and procedures. - Ensure consistent application of IRC National Staff Policies within the HR Department including hiring and dismissal of staff, timely performance evaluations and leave planning. - Assist with Senior HR -Admin Coordinator in annual reviews of the National HR Policy; provide suggestions for improvements and revisions. - Liaise with Finance and field offices to plan activities and resolve problems related to payroll processing or payments. - Review R&R, vacation and departure schedules for international staff including follow up and collecting their monthly Timesheets.

Common Duties

- Attend and participate in trainings identified/organized by your supervisor. - Coach, train, and mentor HR staff / Incentive workers with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance. - Follow any new procedures and guidelines designated in circulars from Field Coordinator and/or Country Director. - Report any violations of the IRC Code of Conduct. The reporting of violations is an obligation on the part of all staff members. - Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of refugees by IRC and other humanitarian workers. - Maintain a healthy and empowering office environment that encourages open, honest and productive communication among IRC staff. - Oversee HR-related administrative duties and ensure compliance with existing legal and governmental reporting requirements. Ensure all legal obligations are fulfilled

Staff Performance Management and Development

- Coach, train, and mentor HR staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance - Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews. - Exchanging knowledge within the team and providing professional development guidance - Provide constructive feedback and counsel on appropriate career paths and professional development.

Qualifications

- Minimum University degree in business administration, Public Administration, or similar discipline with proven experience in payroll and reporting - At least 6 years relevant experience in HR Management including, pay & benefit and reporting. - Proven experience in Personnel Management - Excellent communication skills in English and Dari/Pashtu - Excellent Microsoft package in particular separate sheet skills. - Excellent working with international multi donor funded organizations - Good organizational, diplomatic and reporting skills - Ability to work under pressure. - Excellent cross-cultural skills: prior experience working in a multi-cultural environment is an added advantage.
