Job Overview:

The HR Manager reports directly to the HR Coordinator.

With a global headcount in Ukraine of 280 staff, the HR Manager shall co-manage a team of HR officers based in IRC locations in Ukraine (currently Dnipro, Odesa, Kharkiv) together with field office leadership. The HR Manager will support the HR Coordinator in implementing HR processes and global People initiatives at a local level, ensuring also that staff HR administration processes meet Ukrainian law requirements and IRC policies and procedures.

The HR Manager will work on continuous improvement of processes in his/her responsibility aiming at efficiency and meeting IRC standards. This role will require often travelling to IRC offices. Currently there are 4 IRC offices: Kyiv, Dnipro, Odesa and Kharkiv.

Major Responsibilities:

HR Leadership & People Management

- Technical management and coordination of the team of HR officers based in different field offices. - Coach and develop the team of HR officers, ensure building capacity among all the team. - Review job position requests and submit to HR Coordinator with accurate form, job descriptions, and recommendations, ensuring accuracy, consistency and use of JD templates and salary benchmarking. - Support HR Coordinator with managing and implementing actions throughout the performance management cycle (e.g., goal setting, mid-year review, annual review) Ensure the consistent implementation of People processes and procedures across the Country Program: Promotions, onboarding process, exit process, salary adjustments.

Staff administration

- Oversee all staff administration processes (including but not limited to hiring, termination, transfer/change/promotion, vacations, leaves of absence) and reporting in accordance with Ukrainian law and IRC requirements. - Ensure efficiency of staff administration operations and processes, and compliance in accordance with Ukrainian legislation and IRC requirements. - Liaison with the external providers supporting IRC with legal and administration advice and services.

Compensation and benefits

- Ensure timely and accurate monthly payroll for the country program.

· Manage all insurance related and benefit plans for staff, communicate updates, and conduct information campaigns.

- Analize the Ukrainian labor market and be involved in salary surveys and benchmarking activities to keep the IRC salary scale competitive and ensuring internal and external equity,

Employee relations

· Manage employee relations issues and conflicts with professional grace with the aim of empowering employees and supervisors to have the tools and resources necessary to resolve conflicts with mutual respect.

- Escalate code of conduct issues with HR Coordinator, and co-lead as needed Employee Relations investigations to ensure issues are resolved and appropriate follow-up is carried out, and in collaboration with the Ethics and Compliance Unit.

· Lead exit interview process, analyze feedback from various offices, update HR Coordinator on the results and prepare regular reports that shall be shared with the senior management team. Define action plans based on the results of the exit interviews.

· Support in the communication of HR changes and initiatives.

Wellbeing, Duty of Care, and Gender Equality, Diversity and Inclusion (GEDI):

· Model and encourage active practice of the principles of the “IRC Way – Global Standards for Professional Conduct” throughout the country program.

· Maintain a healthy and empowering office environment that encourages open, honest and productive communication among IRC staff.

· Support in defining and implementing efforts to promote staff wellbeing and GEDI initiatives across the Country Program.

Key Working Relationships:

Position Reports to: HR Coordinator Position co-manages with field leadership: Dnipro/Kharkiv/Odesa HR Officers

Key Internal Stakeholders: Heads of field offices and programs/operations/finance teams

Key External Stakeholders: The INGO HR forum; INGO and UN HR staff; Legal counsel on employee relation issues.

Job Requirements:

Education:

- Bachelors required. Master’s university degree is a plus.

Work Experience:

- Minimum 5 years as an HR generalist and/or Compensation and Benefits manager, in charge of HR Administration. - Minimum 2 years of staff management experience in a fast-paced environment. - Experience with an international organization or international experience preferred.

Demonstrated Skills and Competencies:

- A commitment to IRC’s values, mission and vision. - Knowledge and experience with payroll, insurance, compensation benchmarking and utilizing HR metrics to inform decision-making. - Proven ability to plan long-term, organize priorities and work under administrative and programmatic pressures with detail orientation and professional grace. - Proven sense of professional discretion, integrity, and ability to manage complex HR situations diplomatically and to effective resolution. - Top-tier written and verbal communication skills. - Excellent management, interpersonal and negotiation skills, and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross-cultural context. - Ability to demonstrate a supportive and consultative approach with direct reports and staff at senior and junior levels. - Strong proficiency in MS Word, Excel, Outlook and PowerPoint is required. Experience with Workday will be a plus. - Strong knowledge of Ukrainian labor law.

Language Skills:

- English and Ukrainian/Russian fluency required.

Travel: 20 - 30% of time to IRC offices.
