BACKGROUND

In 2021 WFP introduced a new Staffing Framework, outlining the key principles and guidelines for contract management in WFP globally. As part of the new framework, a new contract modality has been introduced for International Staff, to address medium-term (1-4 years) staffing needs in the organization, in particular for project-based assignments where specialized skills are required for a limited period of time. These are non-mobile contracts and may be used also to address surge capacity and urgent operational needs in emergency contexts.

WHAT YOU WILL BE DOING

This position is based in WFP headquarters in Rome and reports to the Human Resources Officer responsible for Job evaluations, under the overall supervision of the Chief, Talent Management branch (HRMTM).

The purpose of this assignment is to contribute to the consistent and appropriate use of the LFT contract modality as well as coordinate and oversee the end-to-end recruitments for LFT positions. The person will act as the main focal point for Limited Fixed-term (LFT) positions in WFP, providing advice to managers and oversee the effective processing of incoming requests, preparing recommendations for the Chief/Director HR, in compliance with the standards and criteria for LFT positions and preparing regular reports to enable oversight over the usage of LFT contracts. In addition, the position will be responsible for leading end-to-end recruitments of assigned positions.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University Degree in Human Resources, Organizational Development, Industrial relations, Business Administration, or other related fields. First University degree may be accepted with additional relevant courses and/or experience.

Experience:

  • Minimum 5 years of experience in various Talent Management roles.
  • Experience in Workforce Planning, Organization Design, and/or Talent Acquisition is required.
  • Experience in an international organization is highly desirable.

  • Excellent verbal, written, and organizational skills, with the aptitude to adapt communication style to relevant audience

YOU WILL BE RESPONSIBLE FOR:

Contract Management:

1. You conduct timely and qualitative reviews of incoming requests for Limited Fixed-term (LFT) contracts and prepare a comprehensive summary assessment for each LFT request, building on the pre-established LFT criteria and corporate WFP standards for endorsement of the Chief, HRMTM and decision of the Director HR, 2. You provide guidance and advice to managers in the organization on the LFT contract modality and the related policies and criteria and act as a professional partner by building trustful relationships, 3. You oversee and ensure accurate tracking, e-filing of all LFT requests, 4. You prepare regular reports for HR management on incoming LFT requests, including relevant statistics and trends to enable HR management decision-making,

Recruitment:

5. You act as a main focal point for HR colleagues on the LFT contract modality and related processes and develop relevant guidance materials and contribute to relevant information sessions as required; 6. You proactively propose improvements to templates and processes to enhance the quality and efficiency of the LFT workflow; Recruitment 7. You lead end-to-end recruitment processes for assigned positions across various functions and locations, in line with WFP’s recruitment policies and standards for International Professionals. 8. You act as a Talent Acquisition adviser for assigned hiring managers and Staffing Coordinators to guide them on best recruitment practices in line with the organization and functional talent requirements. 9. You proactively source, attract and engage talents for positions to provide a strong pipeline of qualified and diverse talent for the hiring manager's consideration. 10. You review LFT recruitment documents submitted from the field, ensuring these are fully compliant with the applicable recruitment policies and standards before submission to the Director HR for approval; 11. You support other teams in the HRMTM branch, when needed and upon request.

TERMS AND CONDITIONS

The selected candidate will be employed on a consultancy contract. The duration of the contract is 6-months and the renewal of the contract is subject to organizational requirements, availability of funds, and satisfactory performance.

WFP offers attractive compensation, including a basic salary, 10 days’ annual leave, maternity leave, and medical insurance.
