You have:
- Completion of secondary education is required.
- Bachelor’s degree in Business Administration or related fields is an asset.

- Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
- Experience in the use of ATLAS is an asset.
- Fluency in English and Arabic is required.
- Knowledge of the other UN official working language is an asset.
Contract
This is a SB-3 contract. This kind of contract is known as Service Board / Service Contract. It is normally only for nationals. More about SB-3 contracts.
Background

Under the direct supervision of the Operations Analyst, the Human Resources Assistant supports the Office Operations by performing a variety of standard Human Resources and Administrative processes ensuring high quality and accuracy of work. The Human Resources promotes a client, quality and results-oriented approach.
The Human Resources Assistant works in close collaboration with the Operations, Programmes and Projects staff in country to ensure consistent Human Resources and Administrative service delivery.
Duties and Responsibilities
Administration and implementation of HR strategies and policies
- Support the implementation of UN Women rules and regulations and under the supervision of the Operations Analyst provide guidance to Lebanon Country Office (CO);
- Identify ways in which the administrative needs can be met within existing policies; interpret processes and procedures, anticipate and manage operational requirements;
- Provide input and information on development of HR strategies and plans, UN Women personnel and administrative rules and regulations, implementation of personnel rules, use of contractual modalities, application of entitlements, change management processes as well as on all aspects of HR;
- Implement corporate human resources management policies and strategies in support of the operations of Lebanon CO;
- Prepare written response to queries concerning HR related matters.
Administration of human resources
- Process, draft, edit, proofread and finalize for approval a variety of correspondence and other communications; maintain staff files/records, monitor deadlines;
- Provide administrative coordination in the extension of contracts, processing of national benefits and allowances, and entitlements, UN ID, email and renewal of UNLPs, residency, visas and other related needs;
- Input and track all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivities, recoveries, adjustments and separations through Atlas;
- Assume overall responsibility for leave management, and record management.
- Organize for candidate’s reference check process, coordinate medical clearances and draft of all types of contracts (Service Contract, Fixed-term Appointment, and Individual Contracts); manage contract amendments as needed.
- Maintenance of the staffing table and organigrams and monthly personnel validation;
- Update positions data, association of positions to chart fields (CoAs) in line with the cost recovery policy, update of CoA information in coordination with both HQ HR section and UNDP;
- Create/update entries of vendors, PO and Receipts in ATLAS system;
- Liaise with the HR HQ and/or local UNDP HR on HR administration and staffing related matters;
- Liaise with RO and HQ on office’s compliance with the performance appraisal review.
Facilitate and coordinate recruitment processes in full compliance with UN Women rules, regulations, and HR policies and guidelines
- Draft job descriptions and vacancy announcements; assist in reviewing and processing requests for classification;
- Screen candidates and facilitate and participate in interview panels as necessary;
- Prepare recruitment recommendations/supporting documentation for the Central Review Board (CRB);
- Prepare position establishment, liaise with headquarters, and assure that action is completed;
- Provide regular recruitment status reports;
- Provide advice to local recruitment in programmes/projects when necessary;
- Prepare and oversee Induction of new personnel staff learning and development (training and workshops);
- Under the guidance of the Operations Analyst, prepare and monitor the Office Recruitment Plan;
- Coordinate with local UN Agencies on HR matter and attend HR working group meetings.
Facilitation of knowledge building and knowledge sharing
- Facilitate organization of trainings for the office staff on all areas of thematic work;
- Sharing of lessons learnt and best practices in HR;
- Sound contributions to knowledge networks and communities of practice
