In Afghanistan, UN Women works in four thematic areas i.e., Governance and Participation, Ending Violence Against Women, Women Economic Empowerment, and Women Peace and Security (WPS). On Women Peace and Security, UN Women is catalyzing the UN system and supporting Afghanistan to deliver on the women, peace and security agenda and enhanced capacities and opportunities for gender equality advocates to participate in peace processes at all levels. UN Women ACO assists the Government of Afghanistan to implement their commitments on women, peace and security and more women and civil society organizations and those actors with gender equality agendas, influence peace, and security processes. UN Women’s priority outcomes for WPS in Afghanistan are the following: (i) supporting an enabling environment for the implementation of WPS commitments; (ii) ensuring that women are represented and meaningfully participate in all peace and security, peacebuilding, and recovery processes, including formal and informal peace negotiations processes; and (iii) supporting gender-responsive security sector and justice reforms. Under the overall guidance from the Country Representative and Deputy Representative, the WPS Analyst will report directly to the Head of WPS Thematic Area and will support engagement with civil society, as well as with government counterparts and support coordinating, and monitoring of UN Women interventions implemented through civil society organizations and selected government institutions.

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under the direct supervision of the HR Analyst the volunteer will be responsible of:

Provide HR administrative and logistical services to Afghanistan Country Office in full compliance with UN Women rules, regulations, and HR policies and guidelines • Process, draft, edit, proofread and finalize for approval a variety of correspondence and other communications; maintain files/records, monitor deadlines. • Provide administrative coordination in the extension of contracts. • Assume overall responsibility for leave management, record management. • Process payment and administer entitlements for international staff as delegated; validate and coordinate local payroll and related issues. • Facilitate staff separation process. • Send PO and vendor requests to procurement unit.

Facilitate and coordinate recruitment processes in full compliance with UN Women rules, regulations, and HR policies and guidelines • Draft vacancy announcements; assist in reviewing and processing requests for classification. • Screen candidates and facilitate and participate in interview panels as necessary. • Prepare recruitment recommendations/supporting documentation for the Central Review Board (CRB). • Prepare position establishment, liaise with headquarters, and assure that action is completed. • Provide regular recruitment status reports and ensure proper documentation is in place. • Provide advice to local recruitment in programmes/projects when necessary.

Provide administrative support to learning and development in full compliance with UN Women rules, regulations, and HR policies and guidelines • Monitor compliance with the staff learning and development in the office. • Monitor closely mandatory courses compliance rate and ensure proper documentation is in place.

Maintain data in relation to HR in full compliance with UN Women rules, regulations, and HR policies and guidelines • Maintain and update internal database and files on administrative HR matters in a confidential and secure manner. • Generate a variety of standard and non-standard statistical and other reports from various databases. • Coordinate with HQ/UNDP the position data update in Atlas, association of positions to chart fields (CoAs), update of CoA information and setting up vendors.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers Programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Provide annual and end of assignment self- reports on UN Volunteer actions, results, and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

national and/or international level in Administration and Human Resources, or other relevant programmes. • Motivated to contribute towards peace and development and to serve others. • Good interpersonal, networking and communication skills. • Willingness to contribute and work as part of a team. • Previous experience as a volunteer and/or experience of another culture, (i.e., studies, volunteer work, internship) would be highly regarded. • Excellent oral and written skills; excellent drafting, formulation, reporting skills. • Accuracy and professionalism in document production and editing • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; Sound security awareness.
