UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA’s strategic plan (2022-2025), reaffirms the relevance of the current strategic direction of UNFPA and focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices. These results capture our strategic commitments to accelerating progress towards realizing the ICPD and SDGs in the Decade of Action leading up to 2030. Our strategic plan calls upon the UN Member States, organizations, and individuals to “build forward better”, while addressing the negative impacts of the Covid-19 pandemic on women’s and girls’ access to sexual and reproductive health and reproductive rights, recovering lost gains, and realising our goals. Afghanistan faces an unprecedented humanitarian crisis with very real risk of systematic collapse and human catastrophe. The crisis is feared to rollback development gains of the last twenty years. In response to the humanitarian situation, UNFPA in Afghanistan works towards increasing the availability and use of integrated SRH/PSS services (including family planning, maternal health and psychosocial support) that are gender- responsive and meet human rights standards for quality of care and equity in access.

Within the delegated authority and under the supervision of Admin/HR Associate or his/her designated mandated representative(s), the UNV HR Assistant will: Assist in the organization of recruitment processes including drafting job description, provision of input to job classification process, vacancy announcement, screening of candidates, participation in interview panels. ● Setting up vendor profiles, performing the functions of HR/Admin, liaison with candidates, candidates and maintaining complete documentation. ● Proceed new joiner UN ID cards, and renew the UN ID card for the current staff. ● Schedule the orientation for new joiners, and brief on HR related policies and procedures. ● Maintains and monitors leave records in Quantum. Verifications of Timesheets ● Preparation and renewals of contracts (FTAs, SCs and ICs). ● Process the e-requisitions and payments related to individual consultants. ● Facilitates recruitment and selection process by applying best practice HR tools and mechanisms, advises and briefs managers and project personnel on different types of contractual modalities, coordinates the performance appraisal process and advises on performance issues. ● Administration of the CO rosters including e-rosters; Maintains roster for both national and international consultants and assists in the recruitment and selection of Individual Consultants (ICs) ensure the submission of their performance evaluation and maintain documentation. ● Update CMT for all IC consultants.

Three years of relevant experience in Human Resources Management ● Proficiency in current office software applications and corporate IT systems. ● ERP or other relevant programmes; experience with Quantum is an asset, as is experience working in the UN or other international development organization. ● Excellent oral and written skills; excellent drafting, formulation, reporting skills. ● Accuracy and professionalism in document production and editing; ● Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; ● Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with HRMIS; and office technology equipment. ● Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;

This position will be based in Kabul, the capital city of Afghanistan. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. Working week for the UN in Afghanistan is from Sunday to Thursday. Working hours in UNFPA CO are from 7 am to 3:30 pm for national staff.
