- Fluency in English language and local languages Pashto and Dari.

Job overview:
The purpose of a HR/Admin Officer is to implement delegated area of responsibility of HR and Administration in Mazar Area Office. The HR/Admin Officer will ensure implementation of NRC policy, procedures and tools in NRC Afghanistan with focus and main responsibility on Human resources and administrative functions. Advise and guide managers on HR issues related, policy and procedures.
Caution: This role is national, only female candidates from Afghanistan will be considered.

Generic responsibilities:
- Ensure adherence with NRC policies, tools, handbooks and guidelines
- Implement delegated support function portfolio according to plan of action
- Prepare and develop status reports as required by management
- Ensure proper filing of documents
- Promote and share ideas for improvement of the support function
- Development of holistic and needs based programmes, including cash-based interventions and marked based programmes
Specific responsibilities:
Human Resources:
- Facilitate recruitment processes, such as checking job descriptions, sending New hire forms for approval, arranging test and interview.
- Assist the HR and Admin Coordinator for announcing approved position.
- Review and feedback on shortlisting, chair the interviews and written test process when assigned.
- Assist hiring process: Help, conduct, document and verify references in consultation with the HR and Admin Coordinator to ensure job contract and all HR/administrative documentation for personnel file is complete.
- Ensure that all HR documentation is completed and filed, and that personnel records are complete and kept confidential.
- Ensure transparency in the recruitment process and make sure all the vacant positions in Mazar and office are filled with high quality.
- Keep track of all national recruitment in Mazar office
- Transparently manage the HRMIS. Input employee details, allocate NRC people numbers and continuously update to ensure the staff establishment is accurate for payroll and reporting purposes to Area Manager and the HR and Admin Coordinator on regular basis.
- Assist the HR and Admin Coordinator in filling and archiving of all personnel files. Periodically checks files to ensure all missing documents are provided, securely keep in both hard and soft copy in line with NRC filling key. Takes keen interest in securing proof of life forms from all staff for secure storage as per NRC guidelines
- Maintain updated trucker/s, records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, attendance and absenteeism rates for Mazar offices.
Administration:
- Assist HR and Admin Coordinator in carrying out Admin-related operational/control tasks including correspondence to Government and other agencies as required;
- Proper management of NRC guest houses in the field and accommodation arrangements for staff
- Finalizing lunch menu and monthly price for lunch in consultation with all staff and ensure that all staff have paid their monthly payments
- Ensure timely provision of office space, desk and accommodation for incoming staff
- Take charge of assets such as office furniture, fitting, building and equipment
Other important obligations:
- Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies
- Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses
- Any other activities discussed and tasked by the immediate supervisor and/or Area Support Manager.
