The purpose of a HR and Admin Officer is to implement delegated area of responsibility of HR and Administration in Kandahar and provide support to Urozgan and Zabul Field Offices as well. The HR and Admin Officer will ensure implementation of NRC policy, procedures and tools in NRC Afghanistan with focus and main responsibility on Human resources and administrative functions. Advise and guide managers on HR issues related, policy and procedures.

Generic responsibilities

  • Ensure adherence with NRC policies, tools, handbooks, and guidelines.
  • Implement delegated CC project portfolio according to plan of action.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Ensure that projects target beneficiaries most in need and explore and asses new and better ways to assist.
  • Promote and share ideas for technical improvement.
  • Development of holistic and needs based programs, including cash-based interventions and marked based programs.

Specific responsibilities

Human Resources:

  • Help and Assist with Hiring Manager on arranging Start-up Meeting to specify and assess the timeline of the recruitment process, job requirements, preparation of job description, preparation for written test and interview, selection of interview panel members and finalize the recruitment and hiring process.
  • After the NHF approval, initiate the announcement process of the position both internally and externally on job announcement websites.
  • Work with recruiting manager to facilitate and finalize the longlist and shortlisting process for the applicants.
  • Organize and chair the written test and interview process in coordination with recruiting manager to invite candidates accordingly and request the required documentation during the test and interview.
  • Initiate recruitment processes for selected candidates for south offices (Kandahar, Zabul and Urozgan) and ensure the references are conducted as per the NRC accepted procedures.
  • Ensure the required documentations, contracts, educational documents, identity verifications, Tax required document are collected, verified the accuracy, and kept confidential.
  • Make sure all the employee required information, recruitment documents and personal files are maintained updated and kept confidential as per the NRC standard.
  • Ensure transparency is observed in every step of the recruitment process and the confidentiality of the NRC data is kept to a high standard.
  • Provide feedback to those candidates not considered for the written test and interview.
  • Deliver and facilitate Induction and mandatory training for staff and make sure all the related documents and records are updated.
  • Provide support to all staff on performance management and make sure the work development plan is updated for the designated period.
  • Ensured all the personal and recruitment files are kept both in hard copy and as well in soft copy for all regular, community works and intern employees and updated on regular basis.
  • Update trackers and records and compile reports concerning personnel-related data such as hires, transfers, performance appraisals, attendance, and absenteeism rates for south offices.
  • Assist with HR and Admin Coordinator in all other HR and Admin tasks to provide on time support to staffs and beneficiaries.
  • The post holder will be requested periodically by the supervisor to deliver other tasks not outlined here.

Administration:

  • Make sure the office and staff are equipped and supported with the required office supplies, stationery, and office utilities.
  • Inspect the office buildings, departments, office surroundings, meeting hall, garden and make sure properly cleaned and well-managed.
  • Supervise cooks, cleaners and gardener and provide the required cleaning items and facilities.
  • Check the guesthouse and ensure all the required equipment are facilitated, kitchen is equipped, kept hygienic, and all the facilities are available.
  • kitchen management to ensure hygienic and healthy food is being provided to all staff.
  • Facilitate and provide accommodation to staffs and or guests.
  • Maintain the records of all official letters sent from NRC or coming from other organizations.
  • Finalizing the lunch menu and monthly price for lunch in consultation with all staff and ensuring that all staff have paid their monthly payments.
  • Facilitate the meeting hall for the training, workshop and other official occasions and provide lunch and refreshments to all participants.
  • Regular assessments of all facilities to check for required repairs or maintenance.
  • Prepares recurring reports as scheduled and special reports to provincial Directorate of line Ministries as required.
  • Ensure timely provision of office space, desk, and accommodation for incoming staff.
  • Take charge of assets such as office furniture, fitting, building and equipment
  • Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies
  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses.

Generic professional competencies:

  • University degree in Business Administration or related field.
  • At least 4 years working experience in Human Resources Management with International Humanitarian and development organisations.
  • Fluency in English language and local languages Pashto and Dari.
  • Familiar with HR Oracle, HR Agresso, Office 365 and other relevant applications.
  • Ability to work as part of a team and independently when required.
  • Responsible, reliable and punctual.
