Purpose of the Job:

The purpose of a HR and Admin Assistant is to implement delegated area of responsibility of HR and Administration in Saripul. The HR and Admin Assistant will ensure implementation of NRC policy, procedures and tools in NRC Afghanistan with focus and main responsibility on Human resources and administrative functions. The HR and Admin Assistant will work closely with hiring managers on recruitments and with staff on explaining Standard Operation Procedures (SOPs), guidelines and handbooks. He/she will have regular visits from Saripul office for physical support and maintenance.

Generic responsibilities:

  • Adhere to NRC policies, tools, handbooks and guidelines
  • Assist with the implementation of the support function portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Promote and share ideas for improvement of the support function
  • Development of holistic and needs based programmes, including cash-based interventions and marked based programmes
  • Promote and share ideas for technical improvement

Specific responsibilities

Human Resources:

  • Facilitate recruitment processes, such as checking job descriptions, sending new hire forms for approval, arranging test and interview.
  • Initiate recruitment processes for Saripul office and ensure of approved documentation are processed, announced, and organize long and short-listing process.
  • Review and feedback on shortlisting, chair the interviews and written test process specified by HR and Admin Coordinator
  • Organize interview and testing process, including collection of required documentation (NIC/Tazkira, References, education verification etc.)
  • Implement hiring process: Help, conduct, document and verify references in consultation HR and Admin Coordinator.
  • Ensure job contract and all HR/administrative documentation for personnel file is complete and kept in confidential.
  • Ensure transparency in the recruitment process and make sure all the vacant positions in Saripul is filled with high quality.
  • Transparently manage the HRMIS. Input employee details and allocate NRC people numbers.
  • Continuously update to ensure the staff establishment is accurate for payroll and reporting purposes for Saripul office and report it to HR and Admin Coordinator on regular bases.
  • Maintain trackers, records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and attendance and absenteeism rates for Saripul offices
  • Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies
  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses
  • Undertakes other task as deemed necessary in Line with goal providing support to management in country office.

Administration:

  • Carries out admin-related operational/control tasks including correspondence to Government and other agencies as required;
  • Proper management of NRC guest houses in the field and accommodation arrangements for staff
  • Finalizing lunch menu and monthly price for lunch in consultation with all staff and ensure that all staff have paid their monthly payments
  • Prepares recurring reports as scheduled and special reports to provincial Directorate of line Ministries as required
  • Ensure timely provision of office space, desk and accommodation for incoming staff
  • Take charge of assets such as office furniture, fitting, building and equipment

Context/ Specific skills, knowledge and experience:

  • Minimum Bachelor Degree in Business Administration, Economics, Public Administration, Business Management or Human Resource Management is required.
  • Minimum two years of experience in administration and human resource management with a satisfactory performance with reputational organizations, preferably with UN or INGOs is required.
  • Good knowledge of local languages.
  • Strong communication skills.
  • Ability to work under pressure
  • Knowledge of HR practices
  • Good IT skills.
  • Good follow up and organizing skills
