Purpose of Activity/Assignment

In the past decade, UNICEF has built and continues to grow its private sector fundraising (PSFR) capacity in around 20 middle income - and emerging high income – countries where it maintains programmes (‘programme countries’). These countries are where a fast-growing private sector (especially a booming middle class) provides an opportunity for generating new funding streams to support UNICEF’s work with children.

To enable UNICEF to deliver programmatic results for children, the organization needs to maximize income potential from the Private Sector. The Greece Country Office PSFR Strategy has identified digital fundraising channels as the most relevant one. During 2023, the focus will be on growing digital income and on optimizing current operations by increasing the capacity of the fundraising team. As of mid-2023, ECARO UNICEF is introducing a multi-country approach to fundraising operations, the PSFR Cluster, with primary focus on consolidating a digitally enabled fundraising model and with Greece CO (GCO) being the first country office to join the Cluster.

The main purpose of this consultancy is to assess current GCO digital activities, identify gaps, provide a clear and practical long-term vision of the digital program and implement improvements in the 3 most critical digital fundraising pillars.

Scope of work

The Digital Fundraising Consultant will support the GCO fundraising team in the assessment of current digital capabilities and development processes of the overall market, and identify areas that require additional resources and support in the following pillars:

  1. Strategy and budget
  2. Human capacities
  3. Ways of working – acquisition
  4. Ways of working – conversion
  5. Data Infrastructure, and
  6. Tools.

The Digital Fundraising Consultant will be closely working with the GCO fundraising staff, external vendors (Digital agency) and other relevant parties. The GCO Fundraising team and the Fundraising Specialist from the PSFR Cluster will provide the consultant with the necessary data access. The outcome of the assessment will be an improvement plan.

Based on the improvement plan, the GCO Fundraising team, Fundraising Specialist (PSFR ECA Cluster) and the consultant will identify 3 major pillars that should be improved. The improvements will be implemented together by the GCO Fundraising team and the consultant

2. Together with the GCO Fundraising team and the Fundraising Specialist from the PSFR ECA Cluster, the consultant will perform assessment of the following pillars of the Digital ecosystem:

• Strategy and Budget • People - Human Resources • Ways of working- Acquisition • Conversion • Technology –Data Infrastructure • Technology – Tools

Digital Fundraising assessment performed for all pillars of the digital ecosystem. The assessment will be presented in the form of a document (word or ppt) to the GCO Fundraising team and to the Fundraising Specialist from the PSFR ECA Cluster.8 working days;

By 11 September 2023

  1. After presenting and accepting the assessment of the fundraising digital ecosystem, done together with the GCO team including Fundraising Specialist from the PSFR ECA Cluster, the consultant will propose an improvement plan based on the assessment outcomes.Improvement Digital Fundraising Plan finalized, shared with the GCO Fundraising team and Fundraising Specialist from the PSFR ECA Cluster for endorsement.1 working day;

By 13 September 2023

  1. Based on the assessment outcomes, the GCO Fundraising team and Fundraising Specialist (Cluster) and the consultant will decide on the 3 most critical pillars in the area of digital fundraising that should be immediately improved in order to reach 2023 digital results3 most critical digital fundraising pillars are identified, improvement plan is implemented, and final report prepared by the consultant and shared with the GCO Fundraising staff including Fundraising Specialist (Cluster).12 working days;

Consultant’s Workplace and Official Travel

This is a home-based consultancy contract with no travel.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

Please propose a lumpsum professional fee (in USD) based on 22 working days to undertake the terms of reference above.

Knowledge/Expertise/Skills required

  • Advanced university degree in Advertising, Marketing, Business
  • At least 6 years of progressively responsible work experience in digital marketing or digital fundraising areas
  • Knowledge and expertise in areas such as digital acquisition, cultivation and retention of pledge donors, integrated media planning, and marketing communications and multi-channel campaign management,
  • Experience with marketing/digital agency and non-profit environments.
  • Experience working in the GGP (Global Giving Platform) environment is considered an asset
  • Strong analytical and problem-solving skills
  • Experience training and upskilling teams.
  • Excellent communication skills, (both written and oral) to translate complicated business requirements into technical-based language, and vice versa.
  • Fluency in written and oral English language is required

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
