In 2019, an Issues Paper was developed by UNICEF WASH PD to set out the issues for women professionals in technical and leadership roles in the WASH sector. The paper identified critical gaps in gender parity within the agency across four main areas: workforce, leadership, distribution and specialization. It also highlighted that UNICEF’s reputation as a gender-equal employer in the WASH sector is not as strong as some of its peer organizations. The paper sets the scene through a ‘change agenda’ that calls for action to promote women in an inclusive and representative manner through increasing fair and equal opportunity for all. While the Issues Paper provides insights for barriers of women in WASH in UNICEF, it lacks a focus on female WASH coordinators who might face different barriers in their career. Since the Issues Paper is UNICEF’s internal review, it lacks information related to non-UNICEF coordinators who are equally important in the National Humanitarian WASH Coordination Platforms (NHWCPs).

The IASC has finalized a guidance on Strengthening Participation, Representation, and Leadership of Local National Actors in IASC Humanitarian Coordination Mechanisms which includes requirements around localization with a strong focus on gender equality and specific targets on the inclusion of Women Rights Organizations (WROs). In addition to the new IASC Guidelines, the Inter-Agency Humanitarian Evaluation on Gender Equality and Empowerment of Women and Girls (IAHE GEEWG) Management Response Plan (MRP) will include similar requirements for all clusters. All Cluster Lead Agencies will be accountable to the implementation of the MRP in countries with a Humanitarian Response Plan. It is currently unclear to what extent WROs are engaging or participating as members and co-leads in NHWCPs, and to what extent this participation and engagement is meaningful. The WASH cluster is dedicated to meet the targets set for WROs engagement and participation as per the new guidance available. Increased participation of WROs could also contribute to an increase in qualified female WASH practitioners, coordinators, and leaders.

How can you make a difference?

The scope of the consultancy aligns with the Global WASH Cluster’s continuation of UNICEF work on gender parity and the IASC’s agenda – localization and gender equality. The outputs of the study would be 1) to identify the barriers for women to access WASH coordination roles and functions; 2) to improve pathways for increased representation of women in WASH coordination; 3) to identify the level of the NHWCPs’ engagement with local WROs; and 4) to develop a roadmap/strategy to increase meaningful participation of women and WROs in NHWCPs.

The work includes a desk review of relevant secondary data sources, mapping of the WROs participation in all NHWCPs in the HRP countries and primary data collection through Key Informant Interviews (KIIs) with both UNICEF and partners, coordinators, and WROs in selected countries.

The consultant will propose a work plan including a detailed methodology for the research.

The consultant is expected to deliver:

  1. A desk review
  2. A workplan which includes a detailed methodology of the two components of the study.
  3. A report which includes both topics – Women in WASH coordination and WROs participation and leadership in WASH coordination. The report should include a few case studies which illustrate challenges and good practices from the NHWCPs.
  4. A mapping of WROs in NHWCPs.
  5. A workshop with stakeholders to validate findings and develop a roadmap/strategy.
  6. A roadmap/strategy to increase the number of women in WASH coordinator roles and the participation of WROs in NHWCPs in HRP countries

Consultant’s Work Place and Official Travel

The Consultant will be home-based in Geneva, Switzerland.

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables.

To qualify as an advocate for every child, you will have...

  • Advanced degree in social science or relevant field
  • At least 5 years of relevant work experience
  • Experience working in Gender and GBV in the Humanitarian Sector
  • Experience working with WASH partners
  • Experience in Humanitarian Coordination
  • Strong reporting and writing skills
  • Strong facilitation skills
  • Fluency in English, knowledge of Arabic, French or Spanish are considered an asset.
