The overall purpose of the role:

The Technical Adviser (TA) has the primary function of providing technical advice, and training of all national staff assigned to him/her on all HMA activities. His/her secondary function is to develop the capacity and technical knowledge of all national HMA staff within DRC with a view to producing an effective and sustainable national HMA operation. The TA reports directly to the Head of Programme, with technical supervision of Mine Action Manager (MAM), Technical Field Manager and Mine Action team.

Duties and Responsibilities

  • Provide technical oversight of relevant field operations of the project for which the TA is responsible, including training, safety and security, daily operational planning and implementation and the direction of all employed operational personnel under his/her control.
  • Providing guidance and support with implementing the HDP QMS Improvement Action Plan. Identify HMA technical/managerial capacity gaps and establish an overall capacity-building structure for national technical staff, including on-the-job training and identification of relevant external training courses.
  • Work to improve attitude, knowledge, and skill towards QA practices with a focus on senior national OPS staff and QA Officers, aiming to strengthen QA in the field. This effort specifically focuses on evoking a shift in mentality and operational culture towards a practice characterised by safety and quality.
  • Ensure systematic analysis of QA products are conducted and that findings are communicated and integrated into follow-up actions.
  • Assist the MAM in developing the project’s technical contribution to the national mine action capacity as required. This includes required training in agreed locations, and subsequent DRC HDP-approved training courses of national personnel such as but not limited to DRC HDP staff members.
  • Assist, as required, in the development and maintenance of the DRC HDP technical procedures for project operations.
  • Assist the MAM in maintaining reporting mechanisms.
  • All reports to outside agencies (non-DRC HDP organisations) or media representatives shall be approved by the HoP.
  • Assist the MAM in the training of staff.
  • Establish and maintain relationships as required with all organizations (civil, commercial, military, or humanitarian) involved in mine action and related activities in the project area of operations.
  • Monitor the team's daily activities in the field to ensure that all safety procedures are followed according to DRC HDP SOPs.
  • Provide assistance with the development of Task Implementation Plans and Field Risk Assessments as required by MAM.
  • Conduct site observation visits and ensure that remedial action required is conducted.
  • Undertake other actions deemed appropriate and necessary by the HoP.

Experience and technical competencies:

  • Minimum 5 years’ previous experience in HMA and full understanding of its technical requirements.
  • Experience as a trainer/instructor and supervisor of HMA technical staff in the area of minefield clearance (manual & BAC) and EOD is essential
  • Significant proven work experience in national technical staff capacity building is required
  • Proven management experience gained in a range of settings particularly people management skills
  • Experience with accreditation to IMAS standard.
  • Proven record of training national staff and ability to train and mentor national counterparts.
  • Experience of working in insecure environments.
  • Diplomatic, patient and persistent, ability to work in a team and seeing a bigger picture.
  • Fluency in written and spoken Arabic and English.
  • Willingness to embrace and further develop overall objectives such as gender equity, impact monitoring, and cross-sector cooperation.

Desirable

  • Knowledge of Armed Violence Reduction concepts and programming.
  • Knowledge of supply chain systems.

Education:

  • IMAS EOD Level 3+ certification, or equivalent from an Internationally recognised technical school (Military or Civilian) is required with proven experience to support level of EOD 3+
  • Certification in all/any HMA practices

  • Fluency in written and spoken English
  • Fluency in written and spoken Arabic
