Uzbekistan is going through a massive social and economic transformation, with health high on the political agenda. As part of this process, the country has embarked on comprehensive and far-reaching reforms outlined in the “Concept on health development of the Republic of Uzbekistan 2019-2023”. The Concept including reorganization of service delivery with a focus on primary health care.

A cornerstone of the Concept is the introduction of the tax-based State Health Insurance Fund (SHIF) to improve access to high quality health services while protecting people from financial hardship and increasing the efficiency of the health sector. By Presidential Resolution 4890, the SHIF was established on December 1, 2020. Since 1 July 2021, new health financing arrangements are being piloted in the Syrdarya region of the country.

The SHIF has asked WHO to provide additional support to the SHIF to help strengthen its capacity in implementing the pilot during 2021-2022 and preparing for nationwide roll-out starting 2023.

Within the delegated authority and under the supervision of the Health Policy Adviser of the WHO Country Office for Uzbekistan or his/her designated mandated representative(s), and under the overall guidance of the Head of WHO Country Office, and working closely with counterparts at the respective WHO Regional Office and WHO HQ, other WHO staff and partners the UN Volunteer will:

• Provide strategic guidance to the SHIF in the implementation of the Syrdarya pilot, including programme management: work planning, day-to-day operations, monitoring and evaluation of work plans; • Manage the development, implementation and monitoring of projects to strengthen the capacity of the SHIF to deliver on its functions as a strategic purchaser of health services; • Oversee the preparation of assessments, reports, briefings, presentations and proposals required for strategic decision-making of the SHIF and/or of its Supervisory Board; • Guide the development of communications and advocacy documents that convey the outcomes and impact of the SHIF; • Convene various programme management meetings, coordinate relevant activities, ensure predictable follow-up on agreed action points with relevant stakeholders. • Perform any other related duties, as required by the functional supervisor.

Results/expected outputs:

• As an active SHIF and WHO team member, efficient, timely, responsive, client-friendly and high-quality support is rendered to SHIF, WHO and its beneficiaries in the accomplishment of her/his functions, including; • Local capacity developed through coaching, mentoring and formal on-the-job training, when working with counterparts within the SHIF; this will include spending most of the working week sitting with counterparts in the offices of the SHIF. o Workplans and progress reports are produced in timely manner and at a high level of quality, enabling SHIF and WHO team members to have a clear overview of progress, challenges and next steps; o Drafts of key data collection outputs (e.g., data collection instruments, interview notes, data summaries) are provided in timely manner and at a high level of quality, in line with good evaluation practice; o Data analyses are well-executed and communicated, resulting in technical notes (or other outputs) that aid the SHIF’s overall understanding of the technical issues and enable them to address these issues; o Assessments, reports, briefings, presentations and proposals under individual’s responsibility are well-evidenced and well-written, helping to inform decision-taking by SHIF, MOH, WHO and other key stakeholders (where applicable); o Copyediting and proofreading of other team members’ outputs adds value to their drafts; o Participation in key team meetings is active, constructive and consistent with the WHO values and competencies, contributing to the smooth implementation of the programme and the positive functioning of the team;

Respects differences and ensures that all can contribute. • Teamwork: develops and promotes effective relationships with colleagues and team members. Deals constructively with conflicts. • Building and promoting partnership across the organization and beyond: develops and strengthens internal and external partnerships that can provide information, assistance and support to the Organization. Identifies and uses synergies across the Organization and with external partners. • Communication: expresses oneself clearly in conversation and interaction with others; actively listens. Produces effective written communications. Ensures that information is shared. • Creating an empowering and motivating environment: ability to guide and motivate staff towards meeting challenges and achieving objectives. Promote ownership and responsibility for desired outcomes at all levels.

in health systems strengthening, health financing, or health information systems at the national or international level. • Experience working within a national health service, health insurance agency or other strategic purchaser of health services would be a major asset. • Experience in developing and promoting collaboration with national authorities is desirable. • Prior relevant work experience in the UN system, with health development partners, relevant nongovernmental or humanitarian organizations, is desirable. • Strong overall computer literacy, including proficiency in various MS Office applications (Excel, PowerPoint, and Word, etc.), and office technology equipment. • Proven ability to multitask across various planning and implementation processes within a highly demanding environment. • Proven knowledge of project design and management practices and the ability to develop improved systems that support these processes; • Excellent knowledge and expertise in project monitoring and evaluation; • Strong analytical skills and ability to analyse and synthesize information from multiple sources; • Strong professional skills in the development of reports and persuasive documents.

The incumbent must be a dynamic, multifunctional individual, who supports the Host Agency with professionalism, dedication and client orientation, and who must be willing to work on both programmatic/substantive aspects, and to provide operational/logistical services.
