Mali is a Sahelian landlocked west African country with an estimated population of 20,5 million people in 2020 (INSTAT, 2022) with more than half of them (57.3%) living in rural areas. Its economy is classified as low income with half of the population (50.3%) living below poverty line and a low human development index of 0.434 (UNDP, 2022) positioning the country on a rank of 184 out of 189 countries and territories of the world.

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programmes, in advocacy and in operations. The equity access strategy, emphasizing the most disadvantaged and excluded children and families, in hard to reach areas, translates this commitment to children’s rights into action. In Mali, UNICEF works in a programme which use life cycle approach to provide adapted service to each child in regard to his age. This programme in being implanted in complex context marked by insecurity, scarcity of resources and political instability. Despite the challenges related to insecurity, the problem of governance and political instability, the health officer will work in a program that has registered significant progress in HIV through maternal and neonatal health. This programme has seen an increase in coverage of country with PoC (Point of Care) technology for HIV prevention and treatment. About 64% of districts are able to perform HIV Testing and viral load control. The health Officer will support the National HIV Programme (CSLS) and the General Directorate of Health to carry out in-depth analyzes of the causes of low progress in HIV prevention and treatment.

As a health programme officer, he must be able to develop funding proposals and mobilize necessary resources to achieve program results and prepare reports on the implementation and fund utilization.

Working in an integrated program built on the life cycle approach, he/she must be able to integrate HIV and Adolescent health into the service packages to be offered to each age group

How can you make a difference?

Purpose for the job:

The Health Officer reports to the Health Manager for supervision. The Health Officer provides professional technical, operational and administrative assistance throughout the programming process for the health and HIV Programmes /projects within the CPD from development planning to delivery of results, preparing, executing, managing and implementing a variety of technical and administrative program tasks to facilitate programme development, implementation, programme progress monitoring, evaluating and reporting of results. Besides, provides technical input into the design and successful implementation of CPD component that focus on Adolescent Health and other health promotion activities that affect

children and youth such as nutrition, hygiene, sexual and reproductive health, intestinal parasites, malaria, HIV/AIDS, and substance abuse

KEY END-RESULTS

Support to programme development and planning

  • Conduct and update the situation analysis for the development, design and management of HIV and adolescent health related Programmes. Research and report on development trends (e.g. political social, economic, health, HIV/AIDS) for higher management use to enhance programme management, efficiency and delivery of results.
  • Contribute to the development and establishment of HIV and adolescent programme goals, objectives, strategies, and results-based planning through analysis of HIV/AIDS as well adolescent health needs and areas for intervention and submission of recommendations for priority and goal setting.
  • Provide HIV and adolescent health technical and operational support throughout all stages of programming processes by executing and administering a variety of technical programme transactions, preparing materials and documentations, and complying with organizational processes and management systems, to support programme planning, results-based planning (RBM), life cycle and monitoring and evaluation of results.

Programme management, monitoring and delivery of results

  • Work closely and collaboratively with colleagues and partners to discuss operational and implementation issues, provide solutions, recommendations, and/or to alert appropriate officials and stakeholders for higher-level intervention and decisions. Keep record of reports and assessments for easy reference and to capture and institutionalize lessons learned.
  • Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts to assess programmes and to report on required action/interventions at the higher level of programme management.
  • Monitor and report on the use of HIV/AIDS as well adolescent health programme resources (financial, administrative and other assets), and verify compliance with approved allocation and goals, organizational rules, regulations, procedures, as well as donor commitments, standards of accountability, and integrity. Report on issues identified

Technical and operational support to programme implementation

  • Conduct regular programme field visits and surveys and share information with partners and stakeholders to assess progress and provide technical support and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners, and other country office partners/donors on the application and understanding of CPD 2020-2024 and UNICEF policies, strategies, processes, and best practices on health-related issues to support programme implementation, operations and delivery of results.

Networking and partnership building

  • Build and sustain effective close working partnerships with HIV/AIDS as well adolescent health programme government counterparts and national stakeholders through active sharing of information and knowledge to enhance programme implementation and build capacity of stakeholders to deliver concrete and sustainable results.
  • Draft communication and information materials for HIV/AIDS as well adolescent health programme advocacy to promote awareness, establish partnerships/alliances, and support fund raising for HIV/AIDS as well adolescent programmes.

  • Participate in appropriate inter-agency (UNCT) on HIV/AIDS as well adolescent health programmes to collaborate with inter-agency partners/colleagues on UNDAF operational planning and preparation of HIV/AIDS as well adolescent health programme /projects, and to integrate and harmonize UNICEF’s position and strategies with the UNDAF development and planning process.

  • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

Innovation, knowledge management and capacity building

  • Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders.
  • Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results.
  • Assist with oversight of research and ensure results are available for use in knowledge products.

  • Participate as a resource person in capacity building initiatives to enhance the competencies of clients and stakeholders.

Impact of Results

The efficiency and efficacy of support provided by the Health Officer to programme preparation, planning and implementation facilitates the delivery of concrete and sustainable results that directly impact the improvement of the health of the most marginalized and vulnerable women and children in the country. This in turn contributes to maintaining and enhancing the credibility and ability of UNICEF to continue to provide programme services to protect the rights of children, and to promote greater social equality to enable them to survive, develop and reach their full potential in society.

To qualify as an advocate for every child you will have…

  • A university degree in one of the following fields is required: public health/nutrition, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology, or another relevant technical field.

    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

  • A minimum of 2 years of professional experience in HIV/AIDS or Adolescent Health planning and management and/or in relevant areas of health care, health/emergency preparedness at the international level and/or in a developing country is required. Experience in HIV/AIDS programme/project development in UN system agency or organization is an asset.

  • Relevant experience in a UN system agency or organization is considered as an asset
  • Fluency in French and English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
