The Health MERL Officer reports to the Head of Health Policy and Planning at HD-HQA.

Responsibilities

  • Leads the development and implementation of advanced analytical processes for health data; provides high-level analysis and synthesis of health information to identify trends, anomalies, and areas for intervention; utilizes statistical and data mining techniques to support decision-making processes. - Manages the health information systems through maintaining, compiling, verifying, processing and analyzing health information reported by the Fields; prepares health statistical tabulations and graph presentations and maps reflecting health status morbidity trends and utilization of services for all Fields by using Geographic Information System (GIS) and prepares statistical and analytical reports required for the relevant health policies and planning. - Undertakes periodic field visits to monitor and evaluate health information system tools to ensure data quality, relevance, and consistency; conducts in-service training activities to build the capacity of health staff in using the computer technology and epidemiology applications. - Leads the Health Department efforts to develop a standard structure dashboard (using Power BI) with core indicators to strengthen the Agency’s abilities in the timely generation of health information to assist HQ and the fields in planning, prioritization, coordination, monitoring, and evaluation of health services and activities and coordinates with Digital Impact, Technology and Innovation Department (DITID) to establish new reports and enhancements as needed; develops and updates the required guidelines, manuals and training materials and provides training as necessary. - Contributes to the development and implementation of the health management information strategy and the link to agency-wide planning and reporting processes such as annual operational reports, mid-term, and annual results review and Results-Based Monitoring (RBM) system, adopted by the Agency, by developing and implementing health department’s monitoring frameworks and tools applicable to regular and emergency health programming. This includes the development / revision of performance indicators and methodologies to accurately collect data, facilitating the development of realistic intermediate and end targets, quality assuring data, verifying RBM reports and liaising with other relevant departments in the fields and at the HQA. - Prepares health department reports, health expenditure indicators, health reform strategy report, donor support data and the health section of the Commissioner-General’s Annual Report. Prepares and communicates health information to be reported to WHO –Eastern Mediterranean Regional Office (EMRO) and provides feedback to the Fields on the rate of Reportable Communicable Diseases, Expanded Programme Immunization, Polio and Adverse Events Following Immunization. Develops and leads capacity building initiatives for health department staff, enhancing skills in data management, analysis, and utilization of health information systems; designs and implements training programs tailored to advance the analytical competencies required for the department. - Leads the methodology/calculation of health staffing and verifies norms for different health staff categories Agencywide based on WHO methodology and coordinates with health senior staff in the Fields to measure and manage the workload based on given norms; researches and investigates new & enhanced methodologies to determine norms for unmeasured workload in health facilities. - Serve as a key advisor to senior Health staff on matters of health data interpretation, trends, and policy implications; offers strategic insights to inform the UNRWA's health strategy and program implementation at a national level. - Performs other duties as may be assigned by the supervisor(s)

Work Experience

A minimum of seven years of progressively responsible and relevant experience in health statistics, health information systems and research in the health/medical domain is required. Formal course training in epidemiology and biostatistics, Statistical Package for the Social Sciences (SPSS / Epi-Info) is required. Sound knowledge of results-based management of humanitarian and development assistance programmes, as well as health information management and monitoring and evaluation is required. Proven experience in designing field monitoring tools, systems, and approaches, managing data collection and analysis is required. Advanced level of knowledge of Microsoft Office and related applications is required. Good knowledge of the Agency’s health programme and health terminology is desirable. Type of Contract: Fixed Term Appointment Contract Type: Fixed Term Appointment for 3 years; including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance, and continuing need. Grade and Salary: Grade HL9 Monthly basic salary JD 1945.10 plus special occupational allowance (SOA) of 15% of the basic salary (SOA may change from time to time).
