What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The head of Mouvement resource mobilization partnerships is responsible for the strategic steering and leadership of the ICRC’s fundraising strategy with its International Red Cross and Red Crescent (RCRC) Movement partners and of the ICRC’s operationalization of the Movement-wide principles for resource mobilization.

S/he is accountable for managing the Center of Expertise for Movement fundraising partnerships with a team that ensures the establishment of best-in-industry practice and performance, the development of the ICRC’s pool of fundraising experts, as well as the establishment of policies, frameworks, systems and processes needed to deliver on the resource mobilization strategy with the wider International RCRC Movement. S/he acts as the global business process owner of fundraising with the RCRC Movement.

Relationships

Internally • Interacts with senior leadership to proactively steer strategy and institutional readiness around Movement resource mobilization • Builds strong and effective partnerships with teams within the Resource Mobilisation division and with key stakeholders in other HQ departments

Externally • Engages and liaises with peers in other international organizations and the International Red Cross and Red Crecent Movement in relevant multilateral fora and in bilateral relationships to represent the ICRC, influence external positioning and maintain an overview of trends in the sector • Engages and laises with components of the RCRC Movement to operationalize the Movement-wide principles for resource mobilization

• Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement • Understands and adheres to the ICRC Code of Conduct • Understands the roles of the components of the International Red Cross and Red Crescent Movement • Respects and observes staff regulations and security rules at all times • Represents the ICRC in a professional manner at all times • Develops and maintains a pleasant and conducive working environment with colleagues and line managers • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

Accountabilities & Responsibilities

• Develops a political vision for fundraising with, through and for the Movement embedded within the broader political context; and advocates for it at all levels. • Leads the ICRC’s global fundraising strategy with the Movement, including the development of collaborative approaches, modalities and products to maximize income for the ICRC and for the Movement • Leads ICRC’s contribution to the Movement’s virtual fundraising hub to develop movement-wide fundraising expertise, capacity and coordination with the ultimate objective to maximize income for the Movement. • Develops and maintains a global overview and analysis of trends, opportunities and risks within the RCRC Movement fundraising environment. • Defines best-fit funding parameters from Movement donors and identifies funding solutions to maximize the effectiveness of funding through flexible and targeted funding • Defines fundraising and collaboration priorities and targets for ICRC fundraising teams. • Steers the development, implementation, and monitoring of investment cases for mobilizing resources with the Movement, managing and optimizing the global investment portfolio of fundraising activities. • Articulates and coordinates, with REM Operations teams, support and service needs for stronger Movement fundraising engagement from the rest of the organization, including the definition of value propositions • Steers and supports the delivery of policies, tools and procedures. • Identifies and articulates the changes required to improve and develop the ICRC’s organizational readiness for Movement fundraising. • Assumes a representation role for Movement RM engagement operations within the ICRC, across departments and at a leadership level • Represents the focal point and coordinates exchange for resource mobilization discussions with the IFRC and other components of the Movement

People management responsibilities

• Manages the Centre of Expertise for Movement fundraising including by developing and monitoring workplans; managing the budget; facilitating proper information flows and optimal coordination. • Support the development of staff members’ potential and leads the recruitment of new staff as required. • Understands and supervises the Performance Management & Development (PMD) activities for employees under his/her supervision.

Education required

• University or Master’s degree in Business, Management, International Affairs / Political Science, Marketing or Fundraising • Fluent command of English. French and other languages an asset.

Professional Experience required

• 10-15 years’ professional experience • Senior experience within the RCRC Movement • Advanced-level experience and track record in engaging with senior representatives of the Movement • In-depth knowledge of humanitarian financing trends as well as Movement fundraising and funding practices and policy priorities. • Development and implementation of fundraising strategies • Humanitarian work experience a strong asset • Experience working successfully in complex, large-scale, matrix organizations.
