Job Description

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. The humanitarian crisis in Venezuela continues to intensify. Venezuelans face hyperinflation, which puts them out of reach of basic goods and services, including health care and food. A shortage of medical supplies means that it is difficult to diagnose and treat communicable diseases and sexual and reproductive health needs, among other services. The lack of food has resulted in hunger and malnutrition. From 2015-2018, over three million Venezuelans left to seek goods and services in primarily neighboring countries.

The IRC has responded to the crisis by supporting Venezuelans who cross the arc of the migration pattern, including Venezuela, Colombia, and Ecuador. In Venezuela, the IRC has been developing programs since 2018 through the support of local partners, having a presence in Caracas, Zulia, Barquisimeto and Valencia. The IRC works to strengthen the capacity of local partners to provide access to quality sexual and reproductive health services, nutrition, and Child Protection. In Colombia, the IRC works in the areas of health, protection, education, and multipurpose cash assistance in Cucuta, Medellin, Cundinamarca, and Norte de Santander, with funding through various donor, including OFDA/USAID, ECHO, SIDA, GFFO, among others. Ecuador is IRC’s most recent program intervention which will be done through local partners in the areas of sexual and reproductive health and protection for women and children.

Award Management and Compliance

- Support the Grants Coordinator and Grants Managers with the maintenance all paper and electronic grant files including the IRC’s electronic grants management platform, OTIS - Maintain up-to-date grants trackers and calendars, including internal and donor reporting deadlines, budget vs. actual meetings, grant opening and review meetings. - Assist the Grants Manager in compiling grants information for IRC’s regional and HQ offices - Support the grants team with scheduling at grants-related meetings and by taking and distributing detailed notes as required - Support audits as needed by ensuring that auditors have access to complete files - Support document signing by SMT, troubleshooting department queries, and supporting other tasks as required - Support with planning and organizing donor and IRC delegation field visits as required. - Contribute to high quality donor reports on a timely basis according to IRC and donor regulations. Ensure all required documents are included, complete, correct and approved by the respective Program Coordinators and country management. - Raise compliance issues proactively with the Grants Coordinator and Grants Manager. - Keep the Grants Manager informed of any projected inabilities to meet contractual obligations, report submission and spend rates/significant budget variances. Be able to proactively mitigate risks through proposing remedial solutions. - Compile and respond to information requests from IRC’s regional, Germany and NY offices.

Qualifications

- University degree in related field or equivalent experience; - 2 years’ experience in the NGO/civil society sector and project management; - Familiarity with donor compliance rules and grant management; - Report writing skills, attention to detail and organization skills; - Excellent interpersonal, cultural and diplomatic skills; Friendly and constructive approach in managing work relations and addressing challenges; - Demonstrate ability to influence; - Fluent in English and Spanish both written and verbal; - Ability to carry out responsibilities independently with minimal technical support - Strong Excel and financial management skills.
