BACKGROUND: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Aldalea. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen and Sana’a and Hodeidah in the North through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

SCOPE OF WORK:

The Government Liaison Assistant is in charge of liaising on IRC’s behalf with various governmental authorities, including but not limited to Supreme council for managing and coordinating humanitarian affairs, all ministries at central and governorate levels where required to facilitate smooth implementation of IRC’s programming. Core to this will be responsibility for timely submissions and regular follow-up with the authorities.

JOB SUMMARY:

The Governmental liaison assistant’s role involves maintaining connections with the Supreme Council for Humanitarian Affairs, coordinating with ministries, municipal authorities, and governmental bodies, submitting requests, tracking procedures, signing agreements, and securing authorizations. In addition to staying updated with government requirements, sharing policies, and drafting correspondence. The role also involves updating trackers, recording meetings, and coordinating liaison workshops. Other duties may be assigned by supervisors.

WORKING RELATIONS:

This position has no supervisory role and will be reporting to Senior governmental Manager.

MAIN RESPONSIBILITIES:

- Establishing and preserving connections with Supreme council for managing and coordinating humanitarian affairs, various ministries, municipal authorities, and governmental bodies. - Submitting governmental requests on Supreme council for managing and coordinating humanitarian affairs online system and follow up with authorities. - Keeping track of official procedures with line ministries and Supreme council for managing and coordinating humanitarian affairs. - Ensure timely signature of IRC Principal Agreement, Sub-Agreements, MOUs and any other relevant agreements between IRC and the government. - Submitting and following up reports with authorities. - Work with authorities to secure all required authorizations and permissions to facilitate smooth implementation of IRC’s programming. - Familiarize and keep up with all government requirements applicable to IRC’s work in Yemen to support programs, field management and grants team to ensure compliance. - Share new policies and procedures to create awareness of requirements among senior staff and support compliance. - Drafting official correspondence. - Ensure all correspondence with the government including the Sub-agreements, principal Agreements, projects/ activities permits and others are in line with IRC policies and records are retained in an organized manner. - Regularly updating the trackers for governmental processes. - Recording minutes of meetings. - Coordinating governmental liaison workshops and meetings. - Perform other related duties assigned by the supervisors.

Qualifications

REQUIREMENTS: (Qualifications, Skills and Abilities):

A. Education:

· University degree with minimum 1 years of experience.

· Completed High School degree with minimum 2 years relevant professional experience.

B. Experience:

· At least 1 year of experience in relevant fields such as administration, monitoring and evaluation, and program reporting.

C. Skills and Abilities****:

· Good communication, organization, and interpersonal skills.

· Good written and spoken English and Arabic.

· Good computer skills, including confident use of Microsoft Office applications.

D. Proficiencies:

· Working knowledge of public institutions and SCMCHA’s online system is desirable.

· Good written and verbal communication skills in both Arabic and English.

· Strong organizational skills with the ability to multi-task
