The Position:

Under the direct supervision of the Deputy Representative, the Women Protection/GBV Sub-Custer Coordinator will be based in Sana’a, Yemen, to facilitate and coordinate the rapid implementation of multi-sectoral, interagency GBV interventions in the country. The GBV Sub Cluster (GBV-SC) Coordinator’s duties include ensuring implementation of the cluster core coordination functions and key deliverables by the GBV-SC; building and sustaining partnerships, strategic planning, capacity development, advocacy, and ensuring there is safe and ethical information management. The GBV-SC Coordinator will use the IASC’s Guidelines for Integrating Gender-based Violence Interventions in Humanitarian Action: Reducing Risk, Promoting Resilience, and Aiding Recovery, the GBV Area of Responsibility’s Handbook for Coordination of GBV Interventions in Emergencies (2019), UNFPA’s Managing GBV Programmes in Emergencies Guide and The Inter-agency Minimum Standards for GBV in Emergencies Programming (2019) to facilitate planning, coordination, monitoring and evaluation of inter-agency GBV initiatives.

Job Purpose:

The humanitarian crisis in Yemen remains one of the biggest in the world. More than eight years of conflict and severe economic decline are exacerbating needs in all sectors. This is especially the case due to the weakness of the different sectors, even pre-crisis. Millions of people in Yemen have suffered the effects of war, compounded by climate events, ongoing economic crisis and disrupted public services. Gender-based violence has become endemic in Yemen with more than 6.36 million women and girls at heightened risk of its various forms including harmful traditional practices. The protracted conflict, natural disasters, economic collapse, water scarcity, continued food insecurity and loss of safe access to basic services and sources of livelihood have further exacerbated risks, particularly for women and girl to various forms of GBV, including child

marriage, trafficking in person, beggary, child labour and sexual exploitation and abuse. 30 per cent of girls in Yemen are married before the age of 18

Access to comprehensive GBV services remains insufficient. Less than five per cent of health facilities provide clinical management of rape, and 90 per cent of rural areas lack GBV services. Female heads of households, women with disabilities, and those belonging to minority or migrant communities often face even greater obstacles due to compounded

vulnerabilities and potential discrimination. This can further limit their access to life-saving support and pursuing justice

Approximately 6 million people are in need of GBV services in Yemen, of which approximately 5 million are in critical need of the services.

You would be responsible for:

  • Promote and facilitate the inclusion of GBV into Humanitarian Needs Overview (HNO), Yemen Humanitarian Response Plan (HRP)

  • Chair the Women Protection sub-cluster at national level and provide oversight to working groups in the field on monthly basis

  • Liaise with (i) cluster leads, particularly with Protection Cluster and Child protection sub-cluster Leads, (ii) GBV focal points and gender advisers in other agencies, organizations (including governments, national and international NGOs and women’s groups) continuously

  • Representation of the GBV AoR in other clusters, in particular, the protection cluster, WASH, Shelter, Health, Food Security, CCCM, and ICCM and ensure GBV issues are continuously raised and addressed at the various levels in GBV mainstreaming as well as risk mitigation and risk management efforts.

  • Ensure GBV AoR is adequately represented at the Durable Solution Working Group, AAP and PSEA inter-agency Network
  • Liaise with the global Technical Team on GBVIMS as well as the GBV AoR members for the rollout of the GBVIMS in Yemen

  • Coordinate with existing sub-national coordination mechanisms to bolster the multisectorial response and prevention;

  • Work with partners and other thematic focal persons to develop and/or revise training materials according to local context and implement particularly for GBV case management, MHPSS, GBV risk mitigation, GBV prevention, resource mobilization, monitoring and evaluation

  • Document best practices and approaches for responding to issues of GBV in order to deepen the knowledge base among relevant partners;

  • Prepare regular analytical reports on issues as guided by UNFPA and/or the inter-agency GBV coordination body;

  • Provide technical support to the development of relevant advocacy and policy documents to address GBV in the context of broader gender inequality issues;

  • Lead the advocacy campaigns during the 16 days of activism period and produce a newsletter of the events for sharing lessons learned and highlighting achievements and gaps as well

  • Develop a GBV factsheet that help different audience the trends and patterns of GBV, gaps in services, risks of discontinuation of services, and key messages for resource mobilization to ensure continuation of GBV services in underserved areas with critical needs

  • Facilitate revision/ update, dissemination and utilization of established Standard Operating Procedures and related policies and practices.

  • Build the capacity of partners to provide support to survivors of gender-based violence in line with the revised GBV guidelines and the 2023 capacity building plan based on needs identified

  • Update the monthly 3W /4W and assess the gap of services and referral in order to orient the decision.

  • Draft press releases and other information-related documents produced by the coordination mechanism for their endorsement and the dissemination;

  • Support the resource mobilization processes and reporting to donors; Work with the Protection cluster coordinators to organize quarterly donor engagement meetings to present strategies and funding gaps

  • Conduct capacity building for non- GBV specialists on GBV risk identification, GBV Pocket Guide and how to refer to specialized GBV service providers in line with GBV guiding principles and survivor centered approaches
  • Develop inter-agency and inter-sectoral service mapping and referral pathway in collaboration of all engaged sectors/ clusters in Yemen

  • Perform any other duties as required by UNFPA Representative or Senior Humanitarian Manager

Qualifications and Experience:

Education:

Master's degree with specialization in areas such as social work, public health, gender, law/human rights, international relations, and/or other related social science disciplines.

Knowledge and Experience:

  • 7 years of experience working on gender-based violence, of which 5 are at the international level, preferably in a humanitarian context.
  • Experience leading inter-agency coordination mechanisms with a wide range of stakeholders, preferably on prevention and response to GBV. Demonstrable knowledge of the critical components to facilitate effective inter-agency coordination
  • Awareness and demonstrable knowledge of how GBV manifests in humanitarian settings and ability to describe context-specific prevention and response actions
  • Demonstrable knowledge of humanitarian emergency operations, including the Cluster System and HPC, and roles/responsibilities of key humanitarian actors.
  • Experience designing and managing GBV programmes
  • Knowledge of UNFPA humanitarian Fast Track procedures is an advantage
  • Experience in working in hardship fragile context is an advantage

Languages:

Proficiency in English and Arabic Language is Required. Knowledge of another UN Official language is an advantage.
