DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

DRC Yemen’s response

Throughout its nine field offices and a workforce of 450 staff, DRC upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level.

About the job

Under the management of the CO MEAL Manager, the IM Team Leader will lead the development and implementation of DRC Yemen’s information management system, coordinating the roll-out and harmonization of a country-wide IM system to ensure accurate consolidation, analysis, visualization and reporting of program data. They will also provide technical leadership for the development of online tools, forms, and databases for capturing, evaluating and improving program implementation. They will administrate the core IM system to store and process all data related to DRC’s program indicators and activities, ensuring regular analysis is available to DRC programs, according to the needs of the program teams.

Geographic scope: Sana’a with frequent travels to the field locations.

Duties and Responsibilities

Technical support

  • Design/develop, test, maintain, support, and improve the IM system that maintains and organizes data on DRC activities and provides support in reporting, project tracking and data analysis. This should also include helping tools to streamline workflows and information flows (from field to live report).
  • Review sectoral databases and IM systems to lead harmonization of tools used across the different areas as well as linkages to the master database to ensure standardization and reporting at CO level.
  • Ensure efficient data collection and analysis linking the databases with the Indicator Performance Tracking Tool (IPTT).
  • Lead the development and management of information management products, including assessment results, mapping of activities and inter-sectoral analysis.
  • Provides substantive support to develop systematized and on-demand information gathering – including developing minimum standards for information management across DRC’s portfolio and in line with sectoral requirements.
  • Identify opportunities for improvement and make recommendations to develop tools to strengthen programmatic information flow and improve management systems.
  • Develop database security measures to safeguard information against accidental or unauthorized damage, modification, or disclosure, especially in terms of sensitive beneficiary information.
  • Apply DRC guidance with regards to GDPR and data protection in the area of responsibility. Liaise with relevant internal counterparts responsible for data protection.
  • Ensure that information systems and processes are compliant with applicable standards and guidelines related to information management and data protection, including donor standards and requirements.
  • Ensure effective information management by improving existing or developing new data collection tools and methodologies, designing, and managing database systems for analysis purposes and ensuring the proper translation for the tools within the humanitarian context.
  • Develop and maintain a monthly cumulative database for tracking beneficiaries reached under the different interventions including all DRC technical sectors and maintain up to date status of information at the country level.
  • Document lessons learnt captured from the IM system and share with the MEAL Manager and Area Manager.

Information analysis and output

  • Draft information products such as reports, charts, and infographics by turning data into graphic products to facilitate the dissemination of information to internal/external stakeholders. Work closely with program technical leads / PMs to ensure tailored IM dashboards are available to inform reporting, program quality and design.
  • Manage data for regular program monitoring and reporting activities and provide summary analysis, and compile the findings into a well written and structured report.
  • Working closely with all sector leads, ensure quality and a harmonized data collection across all tools (e.g. kobo) for different sectors and interventions to ensure quality, analysis, and AGD mainstreaming.
  • Lead the IMS team to enter, manage, analyze and visualize data and information to support DRC partners in close collaboration with their MEAL Unit and program teams, using Tableau, Power BI, or other visualization and data management tools.
  • Review, analyze and interpret data and information, identify problems/issues and prepare recommendations.
  • Support assessment initiatives and promote analysis of and learning from results and findings.
  • Identify and track follow-up actions with an emphasis on data gathering, sharing and substantial exchange with DRC programs and the relevant humanitarian agencies, including specialized UN agencies and INGO responders.
  • Research, analyze, and present information gathered from diverse sources.
  • Contribute to information products such as situation reports, secondary data reviews and internal reports.

Team Management

  • Directly manage the IMS team (including remotely based IM team members), conducting performance reviews.
  • In consultation of MEAL Manager, lead the recruitment process of IM staff and casual labors (casual) as well as build their capacity building.
  • Set clear and consistent expectations for team members on job tasks/responsibilities and providing regular feedback to ensure improvement of work standards.

Accountability to beneficiaries

  • DRC staff members are expected to support all efforts toward accountability, specifically to their beneficiaries and to international standards (including for CHS and data protection).

Other:

  • Ensure adherence to DRC’s Age, Gender, and Diversity policy and AGD minimum standards through IM.
  • Ensure compliance with zero-tolerance to Sexual Exploitation and Abuse policy.
  • Ensure compliance with GDPR and data protection policies including beneficiary confidentiality.
  • Perform other relevant tasks as requested by the line manager.

About you

To be successful in this role you must have:

  • Minimum 4+ years of progressively responsible professional experience in database design or database administration, and/or information management for humanitarian projects with a national/international NGO/UN.
  • Excellent technical skills in database development, cloud-based technologies, data visualization, mapping, data analysis (qualitative and quantitative), etc.
  • Experience with developing and building reporting systems including visualizations with PowerBI/Tableau or other suitable applications.
  • Experience with data collection tools such as ODK, Kobo Toolbox, Survey CTO.
  • Advanced knowledge with Microsoft Office Suite developer features such as VBA and Macros for automation is an asset.

  • Ability to perform data analysis using SPSS and CC language is an added asset.

  • Excellent data analysis and data visualization skills are required; Demonstrated ability to concisely identify discrepancies, ensure quality of the data and data analysis.
  • Strong report writing and communications skills.
  • Ability to work in structured manner and independently with limited oversight.
  • Ability to remotely manage individuals and experience providing training and support to project staff.
  • Understanding of various donor requirements such UN, EC, ECHO, DANIDA, BHA, YHF, etc.

  • Bachelor’s degree or equivalent in Geographic Information Systems, Information Management, Information Systems, Information Technologies, Social Sciences or a related field is required. Masters is preferred

We offer

DRC will offer the successful applicant a contract till the end of the 2024, renewable dependent on both funding and performance. You must be available to start work approximately in september 2024 and be willing and able to work in Sanaá-Yemen****.

Salary and conditions will be in accordance with Danish Refugee Council’s National Terms of Employment; This position will be placed at level (manager, G)****.
