The insurgency-driven conflict in the Lake Chad Basin, including Northeast of Nigeria has been longstanding and has caused undesirable consequences in terms of loss of lives, created multi-tiered inter-generational grievances, destroyed socio-cultural and socio-economic systems, and remains a threat to immediate, medium and long-term transformation of the affected territories in Nigeria, including Borno, Adamawa and Yobe States. Borno has seen a significantly higher impact and the insurgency there has gone through a variety of phases and is marked by cycles that are connected with several factors. By 2021 and into 2022, the insurgency in Northeast of Nigeria had taken an unprecedented turn leading to large number of individuals exiting the conflict and presenting themselves to security authorities, largely in Borno State, but also in neighboring countries.

Moreover, sustaining this momentum of exits presents challenges to effective process of their handling and in treatment of the individuals as is led by government authorities and in ensuring their reintegration into communities amid an ongoing conflict, an internal displacement situation and significant inter-generational grievances stemming from the longstanding conflict. As a response to the mass exits, in November 2021, the State Government of Borno, passed a “Policy on Community-Based Reconciliation and Reintegration” premised on the Vision for long term transformation of the State to contribute to peace and stability. Additionally, the Borno State Government has developed and is implementing the ‘Borno Model’. Following the increasing mass exit of former associates and an official request from the Borno State Government the UN Peace Building Fund (UNPBF) is supporting the Borno State Government to operationalize the CBBR policy document within the context of the Borno Model -Mass exits. Both Borno Model and CBBR policy are state-led programmes for integrated management of those that have exited the insurgency and includes key community level interventions aligned with the CBRR approach on a community-oriented reintegration process while at the same time incorporating targeted reconciliation, healing and long-term transformation perspectives. It is also aligned with the regional priorities under the Regional Stabilization Strategy for the Lake Chad Basin.

UNDP is supporting the Federal and State Government to make operational these approaches as aligned with implementation of the Regional Stabilization Facility – Nigeria window, which is operating in some of the locations that have been identified for reintegration. This at the same time supporting alignment with the national/international principles and UNDP policy orientations for effective implementation of community-based reconciliation and reintegration. Given this context, UNDP seeks to engage a Gender Officer to work with UNDP and the Borno State Government to undertake tasks that support the implementation of core components of the Borno Model and Borno State Policy on Community Based Reconciliation and Reintegration.

Under the overall supervision of the Programme Manager, the Gender Officer will in close collaboration with other PBF project team members carryout the following functions: • Assist and ensure that projects with systematically and strategically integrating gender equality and women empowerment, and where appropriate SGBV protection and prevention, and further that gender issues and markers are properly integrated in monitoring and reporting on all projects in the North East relevant projects. • Support to work closely with partner UN Agencies in the monitoring and reporting of gender related activities in the North East. • Assist to work closely with partner UN Agencies in building synergies and complementarities between the different project components and activities in the North East • Assist and Support close partnership with relevant Government, NGOs, local communities to ensure that gender issues are integrated into all project related activities in the North East. • Regularly document lessons learned on various gender interventions by the project implementing partners building on the lessons learned across all interventions in the NE office. • Assist in pre and post analysis of interventions and ensure that all interventions are gender sensitive and without any form of gender bias. • Assist to provide North East Gender intervention brief updates for the CO on the and any gender related challenges in the project implementation process in the NE. • Provide assistance in data collection, compiling lessons learned, establishing indicators to support knowledge sharing on gender. • Support and assist the formulation of UNDP CO Strategy tackling gender-related issues and positioning UNDP in the country to support the advancement of women in alignment with the SDGs and Saudi Vision 2030 • Assist in providing substantive assistance in reviewing the work submitted by other projects and consolidating various gender outputs received from project manager before sharing with Country Office, Gender Lead. • Assist and support in the PSEA in the NE office in direct with the CO PSEA focal Point. • Assist in conducting Gender Audit for projects where relevant and list necessary recommendations for gender-mainstreaming • Assist and support the CO with North East component of the Gender Seal and GEN Marker across all interventions • Act as resource person in capacity building, knowledge sharing events and other relevant activities on gender equality and women’s empowerment in UNDP • Assist and participate as UNDP focal point in the North East focused UN inter-agency committees or working groups and provide substantive inputs to joint UN programmes where relevant. • Assist in knowledge sharing, documentation, and dissemination of good practices on gender equality and women’s empowerment and rights within the North East Office. • Assist and support in close consultation with UN/UNDP Communications Team, the communication of gender equality and women’s empowerment results to external audiences. • Any other task as required by the project on gender equality and women empowerment issues

Communication and/or Crisis and emergency response and/or Social work with at least 2 years of experience in community mobilization and development, conflict prevention or a related field.

Nigeria is a unique country and UNDP is a unique (humanitarian) operation. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential. Nigeria is a unique country, and it provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
