For every child, Security

The Northeast Area (NEA) of Nigeria faces several potential contingencies or crises. Some of the threats that pose the greatest risk to the security of UN Staff are armed conflict, terrorism, crime, civil unrest, and hazards. The main causes of these scenarios are challenges associated with poverty, political maneuvering, socio-economic issues, corruption, youth unemployment, and environmental challenges. North-East Nigeria’s security environment is fluid and characterized by the constant challenges of armed conflict, terrorism, criminal acts, and civil unrest.

Armed conflict between insurgent/terrorist groups and Government Security Forces and local vigilantes/Civilian Joint Task Force (CJTF) is ongoing. Since the overrunning of Jama’atu Ahlus Sunnah Lidda’Awati Wal Jihad’s (Boko Haram-BH-/JAS) stronghold in the Sambisa mid-May 2021 by the Islamic State West Africa Province (ISWAP), the latter faction has significantly expanded its area of influence and operations across Borno State and conducted several operations in neighboring Adamawa State. Meanwhile, the Ba Kura Faction, who had pledged allegiance to JAS in 2019 remains largely confined in the central and northern parts of Lake Chad despite some activity recorded at its fringes in Borno State against ISWAP camps.

Terrorism remains a significant threat to the civilian population and by extension the UN staff members in the Northeast Security Area. Boko Haram (BH) and ISWAP have undertaken multiple IED and small-arms attacks, killing and abduction against security forces and civilian population farmers, traders, humanitarians, and IDPs] along roads, in villages, cities, and IDP camps. The insurgents continue to attack and destroy civilian dwellings. They have also continued their campaign of abducting women and girls where and when possible, for forced marriages and sale as sex slaves. They also continue to conscript local youth as fighters.

These terrorist groups’ attacks and killings have brought untold hardship to many Nigerians and are increasingly leading to waves of IDPs. Additionally, some refugees have been returning from neighboring countries. Regularly, BH groups attack the local communities aiming at getting the needed logistic support for their operation and survival during the rainy season.

How can you make a difference?

The Security Specialist is based in Maiduguri supporting the northeastern, Nigeria area of responsibility, and reports to the Chief of the Field Office in UNICEF Maiduguri.

The Security Specialist reports to the Chief Field Office (CFO) and maintains a secondary technical reporting line to the Country Security Manager (CSM). The Security Specialist is responsible for advising the CFO on their security duties and responsibilities by UN and UNICEF Security Management Systems. The Security Specialist contributes to the UNICEF mandate through strong security risk analysis, advice, and relevant mitigation. The Security Specialist manages and supports, on behalf of the CFO, all security activities in the NEA.

The Security Specialist implements and manages security activities at the duty station in close coordination with all members of the UN Security Management System (UNSMS) including the UN Department of Safety and Security as well as NGO partners in line with the Saving Lives Together (SLT) policy. As a member of the Security Cell, contributes to the development of assessments, procedures, and guidelines including Security Risk Management (SRM) processes, SRM measures, and the relevant Security Plan(s).

To qualify as an advocate for every child you will have…

Education: An advanced university degree is required. A university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Holding a certificate of the UNDSS-run Security Certification Programme is an asset.

Experience: A minimum of five years of professional experience in global security risk management and/or security analysis is required. Demonstrated international security management experience and understanding of the United Nations Security Management System is highly desirable.

Language Requirements: Fluency in English is required. Fluency in another UN language may also be required based upon duty station. Knowledge of another official UN language or a local language of the duty station is an asset.
