Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Tunisian Government has responded to the COVID-19-19 outbreak with several immediate measures. It has implemented an emergency plan by injecting liquidity to ease cash flow pressures on enterprises, funding lines to compensate for lost wages due to technical unemployment, alleviation of financial and tax burdens, and one-off cash transfers to households working in the informal sector, who are not covered by any social assistance program and who are vulnerable to shocks. Despite all these efforts, it is often difficult to identify and reach these households and vulnerable groups of society, which are in a precarious situation from the onset and risk to be left behind.

It is within this framework of the joint program between UNWOMEN, UNDP, UN-HABITAT, and WPF: Strengthening social protection and economic relief systems for vulnerable and marginalized segments of the population as a response to COVID-19-19, In Tunisia, to support the Tunisian Government agencies to scale-up the national socio-economic response to COVID-19-19 with tools to target more effectively vulnerable and marginalized populations with their COVID-19-19 responses. With 2 Outcomes for UNWOMEN:

  1. Gender-responsive macro-economic policy solutions integrated into the legal normative frameworks and government socio-economic, financial and fiscal measures
  2. Support the collection and analysis of sex- and age-disaggregated data in order to accurately identify the differential impact of the outbreak on the population

Under the general supervision of Head of Office and directly under program Coordinator, the expert will ensure collection data and producing national methodology and strategic analysis on economic violence against women in Tunisia, including COVID-19 situation.

The objective of the Assignment:

The main objective of the consultancy is to develop a national methodology of economic violence against women with analysis report the impact of economic situation with COVID-19 situation from gender lenses while analyzing the current macro-economic policies, from a gender perspective, and defining realistic gender-responsive.

Duties and Responsibilities

Data collection;

  • Collect data and information on the economic situation of women in Tunisia, 2019/2020
  • Collect data produced by the different national and international organizations on economic violence against women in Tunisia,
  • Ensure designing of a database linked with Economic Violence against women during COVID-19

A concertation with relevant stakeholders;

  • In coordination with other relevant actors (UN agencies, non-government organizations, Government) ensure that the database is comprehensively covering all relevant issues of economic Violence against women
  • Coordinate with national institutions to ensure better reliability of the information
  • Prepare a draft methodological note on indicators /criteria to identify economic violence.
  • Ensure meetings and focus groups with national and local actors to discuss and consult on the methodological note.
  • Identify the capacity development needs of stakeholders related to gender economic

    Analysis and substantive knowledge

  • Carry out a gender analysis of the main results, following the outputs of the surveys or focus groups carried out.

  • Prepare the note of the national seminar for the adoption of the methodology
  • Ensure the update of the methodological note following the national week and have it validated, in collaboration with the Coordinator project, by the national actors.
  • Contribute to disseminate Gender Statistics Development modules and establish best practices and lessons learned
  • Develop assessments to identify gaps in the development of gender statistics in relation to SDG goals.
  • Reviewing and improving selected data collection instruments to produce prevalence data on different forms of economic violence against women, including for the SDG global monitoring indicators
  • Produce a national report on analysis of at least 10 pages on the economic impact of the COVID-19 on women in collaboration with the MFFES and the UN Women international experts.

Required Skills and Experience

Education:

  • Master’s degree in Development Studies, Economics or Social Sciences, or gender studies with at least 10 years of experience.
  • A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/program management certification would be an added advantage.

Experience

  • At least 10 years of relevant work experience in Economic Empowerment with a gender focus.
  • Strong knowledge of the Macroeconomy policy, Economic Institutions, and Sustainable Development.
  • Experience coordinating and liaising with government agencies and/or donors is an asset.
  • Minimum 5 publications related to Economic analysis with a gender focus.

Language Requirements

  • Fluency in Arabic and French is required;
  • Knowledge of the other UN official working language is an asset;
  • Good Knowledge of English is an asset.

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of below defined technical and financial criteria.

Technical Evaluation (70%, 70 points) split such as:

  • Education: 10 points
  • Experience writing the fields of gender development and women’s an empowerment/ gender economic-related work: 10 points
  • At least 10 years of relevant experience writing and working on economic issues in Lebanon: 20 points
  • Demonstrated analytical and report writing skills of (at least 5 publications): 30 points

Financial Evaluation (30%, 30 points): The points for the Financial Proposal will be allocated as per the following formula:

  • The contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
