UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women supports the aspiration of where “All the women and girls are free from violence and all actions required to reduce Gender Based Violence, Violence against Women and Girls and Harmful Practices (GBV/VAWGHP). Thus, the Spotlight Initiative in Niger which aim to eliminate GBV/VAW/HP and it further to addresses links to sexual and reproductive health rights (SRHR).

Under the supervision of the UN Women Representative in charge of Niger office, the international UNV will provide the technical support required to effectively implement Gender Based Violence (GBV), Violence Against Women and Girls (VAWG) and Harmful Practices (HP) recommended activities

Within the delegated authority and under the supervision of country programme representative or, the UN Volunteer will:

  1. Support and coordinate the implementation of Spotlight/VAWG programmes • Ensure the planning, implementation, monitoring, and coordination of all aspects of the WAW programmes under his/her responsibility within UN-Women Niger • Support the operationalization process of the holistic centers • Ensure the capacity building of the staff to deliver services to survivors of violence by respecting the VAWG care principles. • Give orientation and technique support to national stakeholders in enabling the legal framework to create a safe environment where women and girls are free from violence. • Create innovative approach at community level to accelerate the eradication of negative attitude and behavior change; • Collect and monitor VAWG data’s; • Ensure effective application of results-based management tools and monitoring of the achievement of results • Manage the country programme portfolio in terms of technical monitoring and administrative and financial control, ensuring proper monitoring of programme results and indicators • Coordinate and supervise the activities of staff, experts and consultants working on VAWG • Take responsibility for the timely preparation and quality control of all important technical reports, briefs and required documents • Ensure timely production and submission of all partial progress and/or reports by all project team members and project partners • Conduct field visits to supervise, coordinate and monitor the EVAWG portfolio field activities

  2. Support to resource mobilization and partnership to develop new programme on VAWG • Support the development of Flagship Programme on VAWG • Participate in the elaboration process of joint programme under RCO and other UN Agencies • Support the Government for the development of strategic partnerships with respective national bodies, UN partners and civil society partners on GBV/VAWG/HP actions • Coordinate the development of partnerships and resource mobilization events • Determine programmatic areas of cooperation, based on strategic goals of UN Women needs and donors’ priorities and develop the relevant partnerships • Participate in on-going coordination mechanisms to ensure coherence of the Programme with other country-level processes • Ensure effective coordination and communication among UN partners, national counterparts and stakeholders, with a view of optimizing human and financial resources available, and results achieved • Participate in relevant UNCT and HCT technical team meetings as well as donor consultation processes to ensure strategic partnerships and strengthen collaborations with UN organizations and wide-ranging constituencies on the issue VAWG agenda

  3. Coordination, policy development, and advocacy. • Identify and strengthen coordination with the national and regional stakeholders on GBV/VAWG/HP • Give technical support to national institutions in the implementation of legal framework an EVAWG • Identification of new areas for support and interventions within the GBV/VAWG/HP areas. • Substantially participate in design and formulation of programme activities, translating the priorities of the Country Strategy on GBV/VAWG/HP into local interventions
    • Undertake capacity development of national stakeholders to create an environment where all women and girls live a life free from all forms of violence and collect and analyze good practices • Work with civil society partners to conduct awareness raising and effective policy formulation that promote and protect women and girls’ rights • Closely work with Spotlight core agencies and other UN agencies, national and regional stakeholders towards policy development and/or implementation related to GBV/VAWG/HP • prepare regular information brief for the representative

  4. Knowledge management and capacity building:

• Ensure regular assessments of the country office ending violence against women and girls (EVAWG) program and implementation plans. • Identify lessons learned and areas of emphasis to guide program improvements and future strategic development plan; • Identify areas that may require improvement and capture best practices/lessons learned, using corporate monitoring tools; • Manage the process of collecting and sharing lessons learned on ending violence against women and girls (EVAWG) to build knowledge and capacity of partners and stakeholders. • Identify and implement capacity building training activities to enhance skills and knowledge on GBV and all related matters • Contribute to the development and maintenance of county program knowledge networks and practices, and development of knowledge products • Produce regular articles on the different activities on VAWG

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

As an active [ UNWOMEN] team member, efficient, timely, responsive, client-friendly and high-quality support rendered to [UNWOMEN] and its beneficiaries in the accomplishment of her/his functions, including: • Excellent relations with partners and stakeholders • Timely and quality implementation of Programme/Portfolio/Project activities against set workplans, timelines and budgets, in line with the Strategic Note • Effective technical support to accountability mechanisms; • Regular and timely monitoring of activities; • Enhanced best practices and lessons learned documented and circulated; • Gender-sensitive approaches that advance women’s access to holistic services (justice, health, education etc.) and overall, Rule of Law • Sharing of technical knowledge; and • Quality of reports. • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Required Experience: At least 3 years of experience in law, human rights, or closely related field. Specific experience on Gender Based Violence (GBV) is required ;Strong writing and editing skills in French and English. Strong analytical and logical thinking. Ability to work under pressure.

The assignment will take place in the nation’s capital, Niamey, a family duty station. Niamey is a liveable city. The spontaneous reception and hospitality of the Nigeriens is among the characteristic features of this West African country. The living conditions in Niamey are good, as well as the access to health services. The yellow fever vaccine is compulsory and vaccination cards should be presented at the entrance. Vaccinations against Meningococcal Meningitis and Hepatitis A and B are also recommended. The basic drugs are available in pharmacies but it is recommended to bring specific prescription drugs. There are few banks in Niamey but they do not have USD or foreign currency accounts. The current security level is 3 (moderate) in Niamey. The selected UN Volunteer will be expected to follow and complete all UN/UNV mandatory trainings and briefings The initial contract is issued upon arrival for the period indicated above. The contract can be extended depending on continuation of mandate, availability of funding, operational necessity and satisfactory performance. However, there is no expectancy of renewal of the assignment.
